Introduction
According to Benjamin Franklin, “…an investment in
knowledge pays the best interest.” As a result, the Department of
Education acknowledges the role of stakeholders in creating a safe
and nurturing environment for learners to develop, sharpen and
showcase their potentials, skills and talents which will enable them
to become productive and responsive citizens who can actively
contribute in nation-building. This has been the primary goal of the
DepEd Memorandum No. 036, s. 2019, otherwise known as
National Schools Maintenance Week.
This noble activity animates the spirit of “bayanihan” or
brotherhood and cooperation which was thought to be long forgotten
in this age of modern technology. People are challenged to take
responsibility in the education of the youth and are urged to
contribute in any way they can. Likewise, the public and private
sectors are encouraged to show their support through services and
donations that will enable the schools to deliver its mandate of
quality education.
This year’s theme “Matatag na Bayan para sa Maunlad na
Paaralan” highlights the values of resiliency and fortitude amidst the
trials and tribulations of fate. These values have long been
attributed to Filipinos being capable of withstanding even the
strongest of natural calamities, resolved and unbowed. Therefore,
these determined and relentless attitudes must be paralleled to the
structures built for learners. A safe and fortified environment
encourage learners to give their best in any situations at all times.

The Julian B. Meliton Elementary School (JBMES), a


school situated in a large community, suffers from perennial flood
because of its geographical situation. It is considered as a catch
basin of flood water from neighboring sites. In recent years, this
problem has become damaging and problematic. Many school
resources were damaged and were left unused. Nevertheless,
amidst this undesirable situation, the school continuously rise above
the mire of its geographical limitations and becomes a forerunner in
the implementation of the Brigada Eskwela in the Division of Naga
City.
The school battle cry “Brigada Eskwela: The Joy of Public
Service” underscores the principled dedication of the stakeholders,
both internal and external, to serve the school children by making
their “second home” a child-friendly environment where they can
exercise their rights and responsibilities through a nourishing and
caring community.
Additionally, the school’s Brigada Eskwela slogan
“#TropaKaBrigada” is a play on the Filipino words “tropa” and
“kabarkada” which mean “friends and peers”. In Filipino culture, a
person’s family extends to his/her social circle which means that all
the stakeholders who acted as volunteers during the Brigada
Eskwela implementation is a part of the school family. Moreover,
being considered a member of a family holds an accountability to
improve the condition of the household.
The JBMES’ success in the implementation of the Brigada
Eskwela is a deliberate response to the division’s flagship program:
“TRANSFORM Naga”. Hence, the week that past is a testament of
collaborative efforts, meaningful relationships and notable
accomplishments.
