Article XIII Sec. 13

Cretinism is a
condition of
severely stunted
physical and
mental growth
owing to
untreated
congenital
deficiency of
thyroid hormone
(congenital
hypothyroidism)
usually owing to
maternal
hypothyroidism.
Microcephaly is a
condition where the
head (circumference)
is smaller than
normal. Microcephaly
may be caused by
genetic abnormalities
or by drugs, alcohol,
certain viruses, and
toxins that are
exposed to the fetus
during pregnancy and
damage the
developing brain
tissue.
Down syndrome (DS or
DNS), also known as
trisomy 21, is a genetic
disorder caused by the
presence of all or part of
a third copy of
chromosome 21. It is
usually associated with
physical growth delays,
mild to moderate
intellectual disability, and
characteristic facial
features.

Down Syndrome
Fetal alcohol syndrome is a condition in a child that results from alcohol
exposure during the mother's pregnancy. Fetal alcohol syndrome causes brain
damage and growth problems. The problems caused by fetal alcohol syndrome
vary from child to child, but defects caused by fetal alcohol syndrome are not
reversible.
LEARNING DISABILITIES

EXAMPLES:

Dyslexia is a learning disorder that involves difficulty


reading due to problems identifying speech sounds and
learning how they relate to letters and words
(decoding). Also called reading disability, dyslexia affects
areas of the brain that process language.

DYSGRAPHIA inability to write coherently, as a symptom


of brain disease or damage.
“Learning Disabilities” refers to a variety of disorders
that affect the acquisition, retention, understanding,
organisation or use of verbal and/or non-verbal
information.
May affect:
•oral language (e.g., listening, speaking, understanding)
•reading (e.g., decoding, comprehension)
•written language (e.g., spelling, written expression)
•mathematics (e.g., computation, problem solving)
Autism, or autism spectrum disorder
(ASD), refers to a broad range of
conditions characterized by
challenges with social skills, repetitive
behaviors, speech and nonverbal
communication.

and even obsessive in their
behaviors, activities, and interests.
Symptoms may include: Repetitive
body movements (hand flapping,
rocking, spinning); moving
constantly. Obsessive attachment
to unusual objects (rubber bands,
keys, light switches)

HEARING LOSS, ALSO KNOWN AS HEARING


IMPAIRMENT, IS A PARTIAL OR TOTAL
INABILITY TO HEAR. A DEAF PERSON HAS
LITTLE TO NO HEARING. HEARING LOSS MAY
OCCUR IN ONE OR BOTH EARS.
Brain injuries from a stroke can cause
neurogenic stuttering. Severe emotional trauma
SPEECH / can cause psychogenic stuttering. Stuttering
LANGUAGE may run in families because of an inherited
IMPAIRMENT abnormality in the part of the brain that governs
language. If you or your parents stuttered, your
(PAGSULTI) children may also stutter.

EXAMPLES: A cleft palate is an opening or split in the roof of


STUTTERING the mouth that occurs when the tissue doesn't
fuse together during development in the womb. A
CLEFT PALATE cleft palate often includes a split (cleft) in the
MUTE upper lip (cleft lip) but can occur without affecting
the lip.

Cerebral palsy (CP) is a group of permanent movement disorders that appear in early
childhood. Signs and symptoms vary among people and over time. Often,
symptoms include poor coordination, stiff muscles, weak muscles, and tremors.
There may be problems with sensation, vision, hearing, swallowing, and speaking.

Polio, short for poliomyelitis, or infantile paralysis, is an infectious disease caused by


the poliovirus. In about 0.5 percent of cases there is muscle weakness resulting
in an inability to move. This can occur over a few hours to a few days.

A stroke occurs when the blood supply to part of your brain is interrupted or reduced,
depriving brain tissue of oxygen and nutrients. It occurs when blood flow to an
area of brain is cut off. When this happens, brain cells are deprived of oxygen and
begin to die. When brain cells die during a stroke, abilities controlled by that area
of the brain such as memory and muscle control are lost.

A spinal cord injury (SCI) is damage to the spinal cord that causes temporary or
permanent changes in its function. Symptoms may include loss of muscle
function, sensation, or autonomic function in the parts of the body served by the
spinal cord below the level of the injury.

Schizophrenia is a chronic and severe mental disorder
that affects how a person thinks, feels, and behaves.
People with schizophrenia may seem like they have
lost touch with reality. Although schizophrenia is not
as common as other mental disorders, the symptoms
can be very disabling.

Bipolar disorder, also known as manic-depressive illness,


is a brain disorder that causes unusual shifts in mood,
energy, activity levels, and the ability to carry out day-
to-day tasks.

Psoriasis is an immune-mediated disease that causes
raised, red, scaly patches to appear on the skin. Psoriasis
typically affects the outside of the elbows, knees or scalp,
though it can appear on any location. Some people report
that psoriasis is itchy, burns and stings.
