The rights and responsibilities of the different
actors must be clear and fair accepted by all
stakeholders for good management. The
clarification of conflicting claims will require
changes, ideally negotiated, that can be legal
or informal.
When a conflict arises, there must be a
legitimate system accepted for arbitration,
justice and reconciliation in order not to affect
the conservation of natural resources.
The last decades have seen important
changes in the mandates and management
cultures of natural resource management
agencies. Clarifying rights and responsibilities
is now replacing the command and control
approach. Facilitation and negotiation are
emerging as the main business of resource
management agencies.
