Mainland China has
about 45 nuclear power
reactors in operation,
about 15 under
construction, and more
about to start
construction.

6
Nuclear Power Plant Distribution Map

7
The government's long-term target, as
outlined in its Energy Development Strategy Action
Plan 2014-2020, is for 58 GWe capacity by 2020, with
30 GWe more under construction.

Due to high demand of electricity in China

while it also have to reduce its carbon emissions by
40-45% by 2020 from 2005 levels, Nuclear Power Plant
is the solution.

8
China's
Nuclear
Fuel Cycle
China has stated it intends to become self-
sufficient not just in nuclear power plant capacity,
but also in the production of fuel for those plants.
However, the country still relies to some extent on
foreign suppliers for all stages of the fuel cycle,
from uranium mining through fabrication and
reprocessing, but mostly for uranium supply.

The Classification Of Radwaste In
China

20
Source
• Installation waste

Also named as nuclear energy development

wastes produced from the nuclear installations. It
includes HLW (from reprocessing), spent fuel, LL/ILW
and remains (from the operation or decommissioning
of reactors). The waste source concentrates in CNNC
(CNNC owns nuclear power plants, research reactors,
uranium mines and the plants for milling, enriching,
element
21
• Accompanying mineral waste

Coming from Ministry of Metallurgy or other mining and

milling departments concerned. The wastes are
generated in the mining or milling of the non-uranium
mines accompanying with uranium and thorium.

• Application waste

Only a small quantity, arising from certain

organizations using nuclear materials in medicine,
agriculture, research and industry. The source centers
mainly in the Health Ministry.
22
Radwaste Management
• From Vertical Direction
○ Safely controlling all the stages of radwaste
management: waste generation, treatment,
storage, transport and final disposal.

• From Horizontal Direction:

○ Adopting such necessary procedures in each
stage of management :
a. Setting up of standards;
b. examination and approval of the analysis
reports on environmental effects;
c. in-situ investigation; and
d. environment monitoring. 23
