Policy Guidelines on the Implementation of the Senior High School (SHS)
Voucher Program under the Government to Students and Teachers in
Private Education (GASTPE) Program
A. The Voucher Program

•This program enables Grade 10


completers from public and private Junior
High School (JHS) to enroll in a:
1. Private High School;
2. Private University or College;
3. State or local University or college; and
4. Technical- Vocational School, which will
offer the SHS Program starting SY 2016-
Voucher Program

•Through the voucher program,


students and their families are
able to exercise greater choice
in deciding which SHS program
is most relevant to their needs
and career goals.
B. BENEFITS

•All public JHS completers and private JHS


completers who are Education Service
Contracting (ESC) grantees will
automatically receive vouchers; whereas
•Private JHS completers who are not ESC
grantees may apply, subject to additional
guidelines that the DepED may issue for this
purpose.

Sample Scenario:from a private
• Juan graduated
JHS in Metro Manila as an ESC
grantee. Because his ESC grant,
he can automatically avail for an
80% voucher value. He now
wants to enroll in a private SHS in
General Santos City. Since this
city is listed under the non-NCR
HUCs, Juan will be getting a
voucher value worth Php 16,000.
