What is the School Governing
Council?
• A legally formed body that is given powers
to set the key directions of a school

• It is the major governing body of the school

• It decides future directions for the school


and oversees the school's operation
Why do we need to have an SGC?

• It’s a great way to get involved and have a


real say in what your school is doing for
its students
• It’s a very good way to help present and
future students of the school
• Your children may feel a greater sense of
belonging with the school
What are the legal bases of
creating an SGC in our school?
• Section 1.2 of RA 9155 (Governance of Basic Education Act of
2001) underscores VOLUNTEEERISM from among all sectors
shall be emphasized and encourage to ensure sustainable
growth and development in education
• Philippine Education for All (EFA) 2015: Building on its task
on governance, every learning site shall create a network of
community-based groups to work together as influential
champions that support attainment of the EFA goals
• BESRA School Based Management: Improve the learning
standards of the school by engaging other groups of
community stakeholders in school improvement processes
What is NOT the role of the SGC?
• Manage the school
• Employ teaching staff
• Represent sectional interests
• Renew the principal's contract or hire and fire the school
principal
• Determine class allocations
• Discuss individual issues between teachers and students and/or
parents
• Purchase land, buildings or motor vehicles
• Enter into hire purchase agreements or obtain credit or loan
facilities
What is the role of the SGC?

• Establish the broad direction and vision of the school within the
school's community
• Develop and monitor the school improvement plan (SIP)
• Develop, review and update school policies
• Develop, review and monitor the Rules and Regulations of the school
• Raise funds for school related purposes
• Maintain the school’s grounds and facilities
• Report annually to the school community and other agencies
• Stimulate interest in the school generally
Who makes up the SGC?
STAKEHOLDER/S: an individual or a group with an interest in the
success of an organization in delivering intended results and maintaining
the viability of the organization’s products and services
TWO (2) CLASSIFICATIONS:
1. INTERNAL: school head, students and student organizations,
teachers, non teaching personnel, teaching associations in the school, SGC,
parents of students and the PTCA
2. EXTERNAL: various government agencies and organizations,
LGU, local and foreign foundations, NGO’s, alumni associations, parents of
the alumni, retired teachers, religious, professional and civic organizations,
people’s organizations
What is the composition of SGC?
• School Head as the CEO

How does the SGC function in the
school?
• Participates in the development of the School Improvement
Plan
• Assists the school in installing the Monitoring and
Evaluation System for school performance based on SIP and
reports accomplishments to the community and the
Department
• Generates resources to supports implementation of the
School Improvement Plan
• Organizes committee to support the school head and staff in
the implementation of the School Improvement Plan
INITIAL MOVES of the SGC
• Orientation of the prospective members of the SGC (August
2013)
• Organization of the qualified and interested stakeholders for
the SGC (October 2013)
• Conduct of a more comprehensive SGC Orientation /workshop
which culminates in an election of its officers/office holders
and the first planning meeting (January 2014)
• Creation of the operating procedures, code of practice,
constitution and by-laws (February 2014)
• Preparation for the SIP Presentation (March 2014)
