LAND REFORM VS. AGRARIAN REFORM
■ Land Reform
improvement of the farmer’s relationship to the land
they cultivate
■ Agrarian Reform
- it provides land redistribution and appropriate services.
- covers private land, public lands, and other lands of
public domain which are classified as agricultural, regardless
of the crops planted and tenurial arrangement
- farmers and landowners stand to benefit.
AGRARIAN REFORM
■ Redistribution of lands, regardless of crops or fruits
produces to farmers and landless regular farm
workers, irrespective of tenurial arrangement, to
include the totality of factors and support services
designed to lift the economic status of the
beneficiaries and all other arrangements alternative
to the physical redistribution of lands. (SECTION III of
the Comprehensive Agrarian Reform Law of 1988)
■ Rectification of the whole system of agriculture.
■ Normally done by government where they distribute
the agricultural land among the farmers of the
country.
■ Is concerned with the relation between production
and distribution of lands among the farmers.
■ Also concerns the processing of the raw materials
that are produced by farming the land from the
respective industries.

SALIENT FEATURES OF THE COMPREHENSIVE
AGRARIAN REFORM PROGRAM
■ July 22, 1987 – Former Pres. Corazon Aquino
signed Proclamation No. 131 instituting CARP
as a major program of the government and
Executive Order No. 229 with the enactment of
Republic Act No. 6657 signed by the President
on June 10, 1988.
SCOPE, EXEMPTIONS, AND EXCLUSIONS
■ Comprehensive and Agrarian Reform Law of
1988 (R.A. 6657) shall cover regardless of the
tenurial arrangement and commodity
produces, all private lands provided in
Proclamation No. 131 dated July 22, 1987,
including whenever applicable in accordance
with law, other lands of the public domain
suitable for agriculture.
RETENTION LIMIT OF THE LANDOWNER
■ the size of the land an individual owner will be
allowed to keep or retain, whether he/she is a
cultivator or not.
Objectives:
■ Political
- to put an end to conflicts pertaining to land ownership.
- if there is political unrest, leaders would usually
concentrate on resolving the crisis, instead of dealing with land
conflicts

■ Social
- includes bringing about equality in terms of
opportunities, income as well as health.
■ Economic
- Enhancing agricultural production
- Better capital formation
- Providing employment to more agricultural
workers
- Increase production at home so that imports do
not have to be relied upon.
EFFECTS OF AGRARIAN REFORM
■ Decrease the agricultural productivity
■ Can minimize poverty and improve per capita
income
■ Improve the living standard
■ Better employment
■ Can change capital output ratio that is needed for
economic development
