self configuration
› SON Value package contains three functions for self-
configuration:
› Automated Neighbor Relations (ANR)
› PCI conflict reporting
› Automated RACH Root sequence allocation
› Overlaid Cell Detection as add-on for Best cell Neighbor
Relation in case of IFLB with small cells.
› The Automatic Neighbor Relation (ANR) enables
automatic configuration of neighboring lists for LTE,
WCDMA and GSM neighboring cells based on UE
measurements
› Equally important is that Neighbor Relation lists are
automatically cleaned-up, i.e. removal of unused &
unwanted neighbor relations

› PCI conflict reporting detects conflicts when two
neighbors to a certain cell have the same Physical
Cell Identity (PCI)
Case A
› PCI conflicts causes handover failures and are PCI=1

Networks with different PLMN ids risk to use PLMN id = 1

the same PCIs on cells close to each other,

causing handover failures

› Solution:
1. Operator maintained list of allowed PLMN ids, set PLMN id = 2
through OSS in each eNodeB
2. ANR verify against the PLMN white list before adding
a neighbor. If not white listed then ANR remembers
the cell and bars X2 setup
3. MORAN supported (PLMN white list per PLMN)
