Timeline:

Sep 1973 – EO 419 created Task Force on Human Settlements

May 1976 – PD 933 created Human Settlements Commission

Jun 1978 – PD 1396 created Department of Human Settlement

Feb 1981 – EO 648 created Human Settlements Regulatory Commission

Dec 1986 – EO 90 identified Housing and Land Use Regulatory Board as a


vital agency for the National Shelter Program of Government.
REAL ESTATE REGULATIONS
It is a national government agency tasked as the planning,
regulatory and quasi-judicial body for land use development
and real estate and housing regulation.

These roles are done via a triad of strategies namely, policy


development, planning and regulation.

MANDATES

PLANNING
1. Formulates Comprehensive Land Use Planning (CLUP) Guidelines.
2. Assists LGU’s in CLUP preparation & to PLUC/RPUC in CLUP review.
3. Reviews/approves CLUPs for Highly Urbanized Cities (HUCs),
Independent Component Cities (ICCs), M. Manila cities & Provincial
Physical Framework Plans.
4. Installs information system to monitor changes in the actual use of land
resources & the implementation of CLUPs by LGUs.
5. Updates & revises the National Urban Development and Housing
Framework. Train LGUs in subdivision plan approval, zoning enforcement.

REGULATION
1. Registers & licenses subdivision and condominium projects, farm lots, memorial
parks and columbaria.
2. Monitors development and construction of registered/licensed projects.
3. Updates and revises rules, guidelines and standards on housing and real estate.
4. Approves Master Deed and Declaration of Restrictions of condominium project,
and any amendment or revocation thereof.
5. Issues Locational Clearances for projects considered to be of vital and National
or Regional Economic or Environmental significance.
6. Register and supervise HOAs. Register real estate brokers, dealers and salesmen
engaged in selling projects under HLURB jurisdiction.

1. Disputes between subdivision lot or condominium unit buyer and
developer. Intra- and Inter-Homeowners associations dispute
