Background: Excerpts from the proposed PPST Implementing Guidelines

Regional Office

The Regional Office through the HRDD, in collaboration with the Regional PPST-TWG,
shall have the function to:

 Develop the Regional PPST Implementation Plan, including, contextualized


implementation strategies, as necessary;
 Integrate Regional PPST Implementation, including, RMPS targets into the REDP;
 Raise awareness on the importance of PPST among internal and external
stakeholders;
 Monitor and evaluate the region-wide PPST implementation;

Regional Office

The Regional Office through the HRDD, in collaboration with the Regional PPST-TWG,
shall have the function to:

 Align all professional development programs and activities to the PPST;


 Provide relevant capability building to regional personnel and technical assistance to
the SDOs based on identified needs;
 Prepare annual and other periodic reports based on the M&E results on
implementation

The Regional Office shall be responsible for the following:

Region-wide PPST Implementation Plan integrated in the REDP, including,


contextualized PPST implementation strategies, as necessary;
An advocacy and information Plan on PPST and its importance to raising
teacher quality and instruction;
Organization of the Regional PPST-TWG as oversight group for planning
and implementation;

The Regional Office shall be responsible for the following:

Conduct of capability building programs in different modalities, including,


but not limited to those on the use RPMS tools and needs-based TA to
SDOs
An M&E Plan on PPST implementation; and
Annual and other periodic reports to the Central Office on the M&E
results and alignment of relevant programs and activities to the PPST;
Background
Division Office
The SDO shall have the following functions:
 Develop a Master Plan for PPST implementation
Integrate PPST implementation, targets, including, those of RPMS, with
the DEDP;
Raise awareness of all education stakeholders on PPST and its
importance to raising the quality of teachers and instruction;
Develop and conduct Capability Building programs, using various
modalities, including, but not limited to those on the use of RPMS tools
for division personnel and TA to schools based on identified needs or as
required
Background
Division Office

The SDO shall have the following functions:

Align all professional development programs to the PPST;


Monitoring and evaluate PPST implementation
Report on the results of M&E and professional
program/activity alignment to the Regional Office
Background
The SDO shall be responsible for the :

 Creation of an accountability structure, such as committee or a technical


working group, for oversight of planning and implementation
 Master Plan for Program Implementation, including, RPMS targets and
integrated in the DEDP
 Advocacy and Communication Plan
 Capacity Building (Mentoring, Coaching, LAC, INSET, and other modalities) Plans
 Monitoring and Evaluation Plan of PPST implementation;
 Annual and other periodic reports to the RO on the results of M&E and on
program/activity alignment to the PPST;
Background
School

The school shall have the following functions:

 Develop five-year PPST Master Plan,


 Integrate PPST Master Plan, including, RPMS targets, with the SIP
 Conduct capability building activities, using LAC and other modalities to address
identified needs of teachers, including, the use the various RPMS tools;
 Monitor and evaluate PPST implementation
 Conduct various stakeholders’ engagement activities to generate full support to
the PPST program.
 Prepare annual and other reports on PPST implementation
Background
The School shall be responsible for:

A master plan for PPST implementation, integrated with the SIP


A Capability building Plan using LAC and other modalities to address
identified needs of teachers, including, the use the various RPMS tools
An M&E Plan for PPST implementation
An Advocacy and Information Plan
Annual and other periodic reports to the SDO on the results of M&E and
on professional development program/activity alignment to the PPST;
