Health service delivery systems that are safe,
accessible, high quality, people-centred, and

Philippines, healthcare services are only delivered
through private and public healthcare facilities.
The rural health care system has changed
dramatically over the past decade because of a
general transformation of health care financing, the
introduction of new technologies, and the clustering of
health services into systems and networks. Despite
these changes, resources for rural health systems
remain relatively insufficient.

Thus, Study must be
responsive to the needs and culture of the target
community and population.
The development of community health care is a
worldwide phenomenon that has seen the emergence
of a range of programmes and services in many
different settings, principally in the developed world,
but increasingly also in developing countries.
Recognizing the need for a more community-based
approach and more orientation in the delivery of
coordinated health and social services is one of the
most probable solutions in improving healthcare
workforce services.

availability of rural health
care, programs that are unique to rural areas might
also be developed. Furthermore, one of the keys in
improving these services is to make sure that not only
are there enough providers, but that there are enough
systems in place to employ those providers and
enough incentives available to encourage providers to
work where they are needed the most.

healthcare barriers and issues related to rural
healthcare system problems, and to know the
strategies that rural healthcare facilities can employ to
have a well-managed healthcare system for the
residents.

and information on the
of improvement of the healthcare system. The researchers
would like to answer the following sub problems:
1. What are the factors which can help in improving the
healthcare system in terms of:
A. Service and performance
B. Strategies
C. Management system in the area
2. How do these factors affect the development and
productivity of the health care
system?
3. What are the issues related to rural healthcare
system problems?

solutions for workforce shortages. The
research paper as a tool will bring a guidance for the
following beneficiaries:
Local Government. The study will help the local
government to make a concrete solution for the
improvement of healthcare workforce shortages.
They will convince to promote and serve medical
assistance for the healthcare centers.
Government officials. The research will serve as a
wakeup call for the government officials to continue
the medical programs and assistance by their
promotions until it will resolve the shortages.
Rural community. The study will bring awareness

to the rural community especially for the citizens of
Barangay Boot, Tanauan City, Batangas. It can help
them to grab the opportunity to receive the benefit
in healthcare centers through the implementation of
the medical programs and assistance by the local
government and officials.
Future researchers. The research will help those
who want to continue and discover such information
about the improvement of healthcare workforce to
seek support for those other small communities that
needs an improvement of their medical assistance.
In this chapter, a structured type of interview was
used in gathering precise data since, set of questions known
Methodology
as interview questionnaire are posed to the interviewee
visited and the responses are recorded on a standardized
schedule. Besides, this method is useful since it is easy to
replicate as a fixed set of closed questions are used.
Structured interview is a valid method for this
research because it shows a high degree of reliability,
validity, and legal defensibility. According to Bryman (2001),
the aim of this type of interview is for all interviewees to be
given exactly the same context of questioning, which means
that each respondent receives exactly the same interview
stimulus as any other. The goal of this style of interview is to
ensure that interviewees’ replies can be aggregated.
Therefore, the researcher has control over the topics as well
as the format of the interview.
researchers made a sample questionnaire and asked

to check the questions that we're going
to ask to the said health care workers. The researchers,
then, added some additional questions to answer the
problem in the statement of the problem and removed
unnecessary questions. When they completed the research
questionnaires, they made a letter of consent that is to be
given to the interviewed personnel. When the letter has been
approved and signed by the research supervisor, the
researchers proceeded to Barangay Boot, Tanauam City to
interview the Barangay Health Center about the status of
their service, managament, and techniques they use to
manage a successful health care service. The researchers
went inside, greeted the personnel and asked them if they
are available for interview and then gave the personnel the
letter of consent showing what they want to know. As for the
ending, the interview went well.

Philippines stand in the sixtieth place. Philippines is known for
their hospitality and care not only for the elderly but also for
all other patients, which is considered to be some
characteristics that should be evident in the medical world.
That being said, Philippines adapted Alma Ata
Declaration at the International Conference on Primary Health
Care (PHC), Almaty (formerly Alma-Ata), Kazakh Soviet
Socialist Republic,September 6-12, 1978. This focuses on the
following: (1) health education (2) treatment of locally
endemic diseases (3) expanded program on immunization (4)
maternal and child health (5) nutrition (6) treatment of
communicable and non-communicable diseases and lastly (7)
safe water and good waste disposal. In order to achieve this

namely: (1) long wait times (2) limited autonomy to choose

(4) privacy and confidentiality taken lightly and (5) poor
record-keeping and lastly, (6) overcrowding and under-
provision of care. Unfortunately, these are not only
experienced by the urban people but most especially by those
who live in rural areas. We went to their health care center to
confirm but unfortunately it is closed during weekends. To
make the most of it, we took pictures and observed the place.

Second, service delivery network or how functional are the network
of health facilities. Its goal is for services to be delivered by
networks that are fully functional (complete equipment, medicines,
health professionals), practicing gatekeeping, compliant with
clinical practice guidelines, located close to people (mobile clinic or
subsidize transportation cost), available 24/7 and even during
disasters (911) and enhanced by telemedicine. Lastly, the Universal
Health Insurance which is the financial freedom when accessing
services: (1) Philhealth as the gateway to free affordable care
where 100% of Filipinos are members; formal sector premium paid
through payroll and non-formal sector premium paid through tax
subsidy (2) simplify Philhealth rules: no balance billing for the basic
accommodation and fixed co-payment for non-basic
accommodation and lastly (3) Philhealth as main revenue source
for public health care providers. It needs to expand benefits to
cover comprehensive range of services and contracting networks
that provides within SDNs.

venue. Also, this study aims at finding out the various

facilities can employ to have a well-managed healthcare
system for the residents. In this study, a structured type of

employed a structured type of interview as a research
design to obtain the objectives of this study. In addition, the
researchers gathered precise data through set of questions
known as interview questionnaire that are posed to the
interviewee visited. The research study is significant for the
barangay health center officials and residents.
Based on the preceding summary of findings, the
following conclusions have been carefully and critically
Conclusions
drawn. First is that the barangay health center can provide
enough medical supplies for the community. Even though
sufficient amount of healthcare needs are being provided to
the community, still it is not enough to cater all of its
healthcare needs; due to the lack of fund as one of the
barriers. Similar to what Reindhart (2013) stated, the needs-
based and demand-based approaches to health care
services are still lacking. Although advances have been
made to improve healthcare in the Philippines, there are still
many issues that the country has yet to overcome to achieve
a high quality, cost efficient healthcare system (Kenworthy,
2017).
Recommendations
Due to the information we’ve gathered, we recommend for the
Boot Health Center to stick to the program our president wants to
implement. Additional to this, we would like to address the local
government to give enough financial support to the said location to level
up their health care center’s equipment, medicine and their service. We
also noticed that they are close during weekends and is only upto 3pm in
the afternoon so we would like to address the head of the center to
lengthen their schedule to give more time for those who wants to
approach the center. Also, during New Year, we noticed that it is closed
during those times when in fact it should be open due to some hazards
that may happen to their citizens.
