10 Tariff of the Projects • The selected projects will be eligible for “Peak Tariff” and “Off-Peak Tariff” as defined in the RfS
 Energy generated during the Off-Peak Hours shall be eligible for a fixed tariff payment @ Rs.
2.88/kWh, i.e. the Off-Peak Tariff
 Energy generated during the Peak Hours shall be purchased at the fixed tariff discovered through e-
Reverse Auction, i.e. the Peak tariff. Though supply of energy will be limited to 300 MWh within a
time period of 24 hours, for each 100 MW Contracted Capacity
• This shall be inclusive of all statutory taxes, duties, levies, cess

1 Eligibility • The Bidder should be a body incorporated in India under the Companies Act, 1956 or 2013
• JV allowed
• The Net Worth of the Bidder should be equal to or greater than INR 1.5 Crores per MW of the quoted
capacity for the last FY
• Minimum annual turnover of INR 1.02 Crores/MW of the quoted capacity for the last FY
• Internal resource generation capability, in the form of Profit Before Depreciation Interest and Taxes
(PBDIT) for a minimum amount of INR 20 Lakhs/ MW of the quoted capacity for the last FY
• In-principle sanction letter from the lending institutions/ banks of the Bidder, committing a Line of Credit
for a minimum amount of INR 25 Lakhs/ MW of the quoted capacity, towards meeting the working capital
requirement
2 Total Project Capacity 1200 MW
(Minimum capacity available for bid – 50 MW, Maximum capacity available for bid - 600 MW
3 Project Configuration A Project comprises of minimum two ‘components’ –
• ESS component,
• Renewable energy generating component - which can be either a solar PV system, or a wind power
system, or a combination thereof.
4 Minimum ESS capacity The minimum ESS rated energy capacity installed shall be equal to ‘X/2’ MWh, where ‘X’ is the Contracted
Capacity in MW of the Project as per the PPA
5 Connectivity with • The Projects are required to be designed for inter-connection with transmission network of CTU at voltage
Grid level of 220 kV or above.
• The arrangement of connectivity can be made by the HPD through a dedicated transmission line. The
entire cost of transmission of power to be borne by HPD

11 Success Charges The Selected Bidders have to pay INR 1.00 Lakh/ MW/ Project + 18% GST to SECI towards administrative
overheads, coordination with State Authorities and others, DISCOM/ STU/ CTU, pre-commissioning and
commissioning expense.
12 Payment Security • Successful Project Developer to furnish a Payment Security Deposit (PSD) @Rs.5 lakh/MW/Project, to
Deposit SECI. This fund shall be non-refundable, and shall form part of the Payment Security Fund maintained by
SECI for the Projects
13 Performance Bank • Selected Bidders have to submit Performance Guarantee for a value @ INR 30 Lakh/ MW within 30 days
Guarantee of issuance of Letter of Award (LoA) or before signing of PPA with a validity of 32 months from the
Effective Date of the PPA
14 Commissioning In case of the Project comprising only a solar PV and ESS component:

• The maximum deadline allowed for commissioning of the full Project Capacity shall be limited to the date
as on 270 days from the SCD.

11 Land Arrangements • The HPD to demonstrate possession of 100% (hundred percent) of the land identified for the Project
within 12 months from the Effective Date of the PPA
 HPD required to demonstrate possession of a minimum area of 1.5 ha/MW for the Project Capacity
 Extension charges in case of delay in possession @ Rs. 1,000/MW/day shall be levied on pro-rata
basis to the land not acquired until scheduled CoD
12 Criteria for Generation • Declared annual CUF to be minimum 35% on an annual basis
• HPD to maintain generation so as to achieve annual CUF within + 10% and -15% of the declared value till
the end of 10 years from COD and within +10% and -20% of the declared value of the annual CUF
thereafter till the end of the PPA duration of 25 years
13 Penal Provisions • Penalty to be levied @1% of the PBG amount per month +18% GST for delay in providing PBG
• In case of delay in making full payment of above delay charges, upto the date of PBG submission, interest
shall be levied on the delay charges @ one year SBI MCLR+18%GST
• BG encashment and termination of contract in case of Delay beyond 1 month from the due date of
submission of PBG
• In case of delay in commissioning of the Project beyond the SCD PBG to be encashed on per-day-basis
and proportionate basis to the balance capacity not commissioned
Results

• Greenko Group has been awarded 900 MW capacity at a peak power


tariff rate of Rs 6.12/ kWh

• ReNew Power has been awarded 300 MW capacity at a peak power


tariff rate of Rs 6.85/ kWh
