The prime objective of this project is the provision of economically viable, technically
feasible, cost efficient and environment friendly electricity. To address issue of power
interruption and unreliable electricity, Government of Khyber Pakhtunkhwa Energy & Power
Brief Description of the Project: Department has approved projects based on solar energy technology. The project envisages
provision of solar technology to various Masajids in districts of Khyber Pakhtunkhwa, which
will ensure uninterrupted supply of electricity to the Masajids especially during in summer
season.

Sponsoring Agency: Energy & Power Department, Government of Khyber Pakhtunkhwa (ADP Funded)

Concerned Provincial Ministry: Energy & Power, Government of Khyber Pakhtunkhwa.

PC-I Approved Cost of Project: Rs. 2414.97 Million.

In light of the Combined Committee of the Board, Procurement Committee re-visited, re-examined and

The Management committee meeting reviewed and examined the recommendations of procurement committee
9th March, 2020 in detail and unanimously endorsed the recommendations of Procurement Committee onward for consideration Annex-VI
and approval of PEDO Board
DECISION BY COMBINED COMMITTEE – 5th March, 2020

The Combined Committees, after detailed discussion, endorsed the recommendations of the Management
Committee to the BODs subject to making the requisite correction in the record and removal of
deficiencies i.e.

1.The Working Paper shall be revised by clearly mentioning the reasons due to which the BODs referred back the
matter to the Procurement Committee and Management Committee for review.

2.Instead of amending the Minutes of the Procurement Committee dated 24 January 2020, the Procurement
Committee with assistance of the Management Consultants of each Package, shall carry out technical evaluation
afresh and issue Minutes accordingly duly signed by the members along with supporting documents making clear
recommendations to the Management Committee.

3.Reasons for Dis-Qualifying M/S AQ Builders shall also be clearly mentioned in the minutes.

Recommendations of Procurement Committee – 6th March, 2020

•Procurement Committee re-visited, re-examined and reviewed the technical evaluation


reports and unanimously recommended the financial bid opening of technically
responsive bidders
•The Procurement Committee also recommend to re-invite bids for contractor
Package#09 on the basis that there was no technically qualified bidder left in the
mentioned Package.
•The Procurement Committee decided to forward the above recommendations for
consideration of the Management Committee and onward submission to PEDO Board for
further consideration and approval.

MANAGEMENT COMMITTEE MEETING – 9th March, 2020

1.The Management Committee reviewed and re-examined the recommendations of


Procurement Committee in detail and unanimously endorsed its recommendations to
open financial bids of technically responsive bidders

2.The Management Committee also endorsed the recommendation of the Procurement


Committee to re-invite bids for contractor Package#09 on the basis that there was no
technically qualified bidder left in the mentioned Package

The Management Committee unanimously endorsed the above two recommendations of


the Procurement Committee for consideration and approval of PEDO Board.

DECISION REQUIRED

•The PEDO Board of Director is requested to approve the recommendations of


Procurement Committee duly endorsed by the Management Committee, for the financial
bid opening of the technically responsive bidders of the contractor packages # 1, 2, 3, 4,
5, 6, 7, 8, 10, 11 & 12 and to re-tender the contractor package #9.
