Ecological Solid Waste Management Act of 2000


COOPERATION
STATE DECLARATION OF POLICIES
It is hereby declared the policy of the STATE to adopt a systematic, comprehensive and ecological
solid waste management program which shall
• Set guidelines and targets for solid waste AVOIDANCE and volume reduction through SOURCE
reduction and waste minimization measures, including composting, recycling, re-use, recovery,
green charcoal process, and others, before collection, treatment and disposal in appropriate and
environmentally sound solid waste management facilities in accordance with ecologically
sustainable development principles;
• PRIVATE SECTOR. Encourage greater private sector participation in solid waste management;
• GOVERNMENT. Retain primary enforcement and responsibility of solid waste management with
local government units while establishing a cooperative effort among the national government,
other local government units, non- government organizations, and the private sector;
INSTITUTIONAL MECHANISM
The National Solid Waste Management Commission
oversees the implementation of solid waste management
plans. It is composed of 17 members.
• 14 from the government sector (DENR, DOST, DILG, DOH,
DTI, MMDA, etc)
• 3 from the private sector

MISMANAGEMENT act
• DILG report shows from 2011-2017 there is an increase in
compliance with waste management in manila bay
watershed
• However out of 178 LGU’s only 39.89% don’t comply with
the 10 year plan and
• 27.53% don’t comply with segregation at source
• 23.03% don’t comply with regulations on segregated
collection
• 44% don’t have recovery materials

• The PH is still among the countries with the most number
of plastic wastes being dumped into the seas
• only 4% or about 56 LGUs are using sanitary landfills and
are still using common landfills
