Delhi: A Perfect Platform for E-Governance

 Municipal Corporation of Delhi serves a population of


about 14 Million, divided into 2 zones and 134 wards
 NDMC and Cantonment Board also serves municipal
functions in Delhi but in limited areas of Delhi- about
5%.

 Modernizing the functioning of MCD in providing

 Get IT master plan
 Launch interactive and dynamic web portal

 Digitalize legacy records
 Provide training to upgrade skill and to bring
awareness
 Capacity building in the various functional areas
including IT infrastructure
 Initiate computerised systems like e-tendering and
PGR system to bring over all transparency .
MCD and Initiatives
 Master plan got prepared and then dynamic web portal
launched in Jan,2003
 Citizen Service Bureaus have been set up which have
handled so far 16 lakhs transitions amounting Rs 600 crores.
 Initiatives embarked on small scale but progressively in the
area (s) of digitalisation, training and capacity building
 Connected Zonal offices and various important offices
through Broadband internet.
 Works awarded for the development of software
applications, setting up of pilot testing centre, setting up
LANS, Populating offices with PCs and arrangement for
hosting applications in a Data Centre.
IT Infrastructure
 13 work stations, one each in Zonal office comprising 5
computers, one line printer, one DMP, all connected in LAN
environment with broadband connectivity already set up.
 800 computers have been provided and work is in progress o
set up LANs in various MCD buildings.
 Swami Daya Nand Hospital already local area networked
through Optical Fibre and currently implementing HIS.
 Pilot testing centre has been set up at Lajpat Nagar to test
software applications before being hosted in Data Centre.
 2 MB line going to be provided by Delhi Govt under SWAN
project to connect MCD’s office at Lajpat Nagar to NIC’sData
Centre.
 Base map of Delhi in scale of 1:5000 procured and GI
applications has been developed using this base map for
Initiatives taken in Capacity Building
 Basic computer awareness training provided to 1000
MCD employees
 Training centres have been set up in 16 places including
in each of 6 hospitals These centres are also providing
application specific trainings.
 MCD assets like roads, buildings, schools, hospitals, etc
being digitised.
 Delhi properties being given Unique property
identification code.
 Employees being allotted unique number.
 Arrangements are being made to provide a computer
each to engineer and inspector.
The Great Wall
 Lack of financial resources.
 Resistance to change by most of MCD
employees and politicians. Delhi being capital,
any change is very sensitive.
 Lack of adequate manpower to manage IT
systems so all the time dependence on external
resources.
 As IT is top driven, system is heavily dependent
on the priorities of the commissioner
