Objectives
By the end of the session the student will be able to:

watchkeeping legislation
• List the training standards that must be reached
by seafarers

undertaken by officers working specialist ships
• Explain the general principles of safe
watchkeeping
STCW 1978
• International Convention on Standards of
Training, Certification and Watchkeeping for
Seafarers

• Sets standards of competence

Competence
• Standards grouped under 7 functions

• 3 levels of responsibility
– Management
– Operational
– Support
Basic Training
• All seamen must receive familiarisation and
basic safety training or instruction in
accordance with STCW Code section A-VI/1,
and must meet the appropriate standard of
competence specified
Basic Training
Seafarers before being assigned to any
shipboard duties must receive appropriate basic
training or instructions in:
• personal survival techniques;
• fire prevention and fire fighting;
• elementary first aid; and
• personal safety and social responsibilities.
PSC & RB
Officers, AB’s & other persons required to take
charge of survival craft must complete the PSC &
RB course.
Have 6 months sea-service.
Qualifications of a ships officer
• Any officer serving in any capacity must hold
an appropriate certificate for that capacity. A
person will only be entitled to be issued with
such a certificate if he complies with the
criteria in the Regulations annexed to STCW
• A person is qualified as an officer if he holds a
certificate of competency, or certificate of
equivalent competency
