What is Union Budget?
According to Article 112 of the Indian
Constitution, the Union Budget of a year, also
referred to as the annual financial statement, is
a statement of the estimated receipts and
expenditure of the government for that
particular year.
Indian Union Budget 2020-21
• The Union Budget of India for 2020–2021 was presented by the Finance
Minister,  Nirmala Sitharaman  on 1 February 2020 as her second budget.  
• Nirmala Sitharaman is also only the second women to present the budget
for a second time after Indira Gandhi.

Focus on Education
• Education sector allocation is Rs.99,300 crore.
• Degree level online education programmes for students of deprived
sections of the society  as well as those who do not have access to higher
education.
• 150 higher educational institutions will start apprenticeship embedded
degree/diploma courses by March, 2021.
• An allocation of Rs. 8000 crore for National Mission on Quantum
Computing and Technology.
• The Finance Minister also said that the New Education Policy will be
announced soon.
Focus on Health Care.
• Union Finance Minister Nirmala Sitharaman on Saturday announced an
outlay of about ₹69,000 crore for the health sector in the 2020-2021.
• The Ministry of Health and Family Welfare gets ₹65,011.8 crore up from
₹62,659.12 crore in 2019-20. 
• Ms. Sitharaman said there are now more than 20,000 empanelled
hospitals under the PMJAY.
• We need more in Tier-2 and Tier-3 cities for poorer people under this
PMJAY scheme.
• The government has aimed at spending target of 2.5 percent of GDP till
2025.
Focus on Agriculture
• The government is committed to doubling farmers' income by 2022 and the budget aims to boost
the income of people and enhance their purchasing power Union Finance Minister Nirmala
Sitharaman in her budget speech said.
• Announcing 16 action points plan for farmers, towards the goal of doubling farmers income she
said that these measures are underlined by the FM for the agriculture sector.
• The government allocated 2.83 lakh crore rupees for agriculture and allied activities, irrigation
and rural development in 2020-21 budget.
• Further, she proposed comprehensive measures for 100 water-stressed districts in the country.
She added that agricultural credit target has been set up at 15 lakh crore.
Focus on Infrastructure
• Five new smart cities to be developed.
• Presenting the Union Budget 2020-21 in Parliament, Sitharaman said
focus is on infrastructure for economic development and 6,500 projects
across sectors under National Infrastructure Pipeline (NIP) envisions ease
of living for citizens.
• About Rs 22,000 crore has already been provided, as support to
Infrastructure Pipeline, she added.
• Also she said: "I propose to provide about Rs 1.70 trillion for transport
Infrastructure in 2020-21.
• Terming the budget growth-oriented, Road Transport and Highways
Minister Nitin Gadkari said it has given a massive boost to investment in
infrastructure, which in turn would help revive industrial production and
generate employment opportunities, crating more that 2 crore jobs.
Focus on Railways
• Union finance minister Nirmala Sitharaman on Saturday announced
several big-ticket projects for Indian Railways, including several passenger
and Tejas-type trains, solar power plants along railway tracks, among
others with a focus on private participation.
•  Indian Railways will set up a “Kisan Rail” through public private
partnership (PPP) with refrigerated coaches for transportation of
perishable goods to assist farmers.
• 1,150 trains will be run under the public private partnership mode.
• Four station will be redeveloped with the help of the private sector.
Focus on Road
•New infra road map to lend a cutting edge to flagship NIP scheme.
•Outline plan to invest Rs.1.o5 lakh crore in infrastructure over the next 5
years.
•Development of highways will be undertaken which will include development
of 2,500-km access control highways, 9,000-km of economic corridors, 2,000-
km of coastal and land port roads and 2,000-km of strategic highways.
•Delhi-Mumbai Expressway and two other packages would be completed by
2023 and work on Chennai-Bengaluru Expressway would also be started.
Focus on Social Welfare
• Finance Minister Nirmala Sithraman on Saturday proposed a budget of Rs
85,000 crore in 2020-21 for the welfare of Scheduled Caste (SC) and other
backward classes and Rs 53,700 crore for Scheduled Tribe (ST).
• Enhance allocation of Rs. 9000 crore for senior citizens and ‘Divyang’.
• Rs. 4,400 crore allotted for cities to ensure the clean air.
Focus on Income Tax
• Companies will not be required to pay DDT; dividend to be taxed only at the
hands of recipients, at applicable rates.
• Tax on cooperative societies reduced to 22% without exemptions.
• Launch new direct tax dispute settlement scheme -- Vivaad se Vishwaas scheme.
• FPI limit in corporate bonds raised to 15% from 9%.
• New income tax rate will be optional.
