INTRODUCTION

• According to Parliament of United Republic of Tanzania


Act, No. 9 of 1997 that established NACTE requires the
Council with other responsibilities, to register and
accredit Technical education and training institutions
• Registration;
– intended to ensure that an institution is both legal and viable,
• Accreditation;
– aimed at achieving approval or certification of a training
institution by the relevant authority as having programmes and
quality assurance systems that ensure provision of an
established qualification(s) and educational standard(s).

REGISTRATION
• All technical institutions under NACTE must be
registered in order for them to operate

• Registration ensures that the institution meets


both legal and viability requirements

Full registered institution becomes eligible to


accreditation

NB: Registration is done once only, but institutions


can be de-registered if found unable to sustain
training programmes
ACCREDITATION

• the approval or certification granted by a


relevant authority representing the interest of
both the public and students, to an institution,
on account of having programmes and a quality
assurance system that ensures provision of set
qualification(s) and educational standard(s) for
a particular period of time.
• NACTE grants accreditation for 5 years, then re-
apply (Reaffirmation)

Accreditation-Cont
• To be accredited;
– each institution has the responsibility of defining
its own characteristics of quality and excellence
and present evidence that such quality is being
achieved.
• The role of NACTE;
– guiding the respective institutions towards quality
and excellence and protecting public and student
interests.

Purposes of Accreditation

• To assure the educational community, the general


public, and other organisations and agencies that an
institution:
– has clearly defined objectives appropriate to post-secondary
non-university technical education and training;
– has established conditions under which their achievement
can reasonably be expected, appears in fact to be
accomplishing them substantially;
– is so organised, staffed, well supported and that it can be
expected to continue to do so; and
– meets NACTE's standards.

Advantages of accreditation
• A fully registered technical institution will
enjoy the full rights and benefits associated
with accreditation such as:-
– Offering National Technical Awards (NTAs);
– Obtaining information through NACTE on
international practices and experience;
– Use NACTE designed curriculum; and
– Using NACTE to market their services.

Stages of Accreditation

• Eligibility Stage;
• Candidacy Stage; and
• Accredited Stage.

Eligibility stage
• A full registered institution is required to
provide information, in a prescribed format, with
regard to 21 areas that are important in ensuring
quality education (Fill NACTE form ACCR 02a) –
Application for Accreditation Eligibility
(see form)
• The form is evaluated by NACTE and if the
information is found sound, Accreditation
candidacy status is given

• a pre-accreditation status
• Is a period that the institution is expected to
undertake the necessary steps to reach
demonstrable compliance with NACTE accreditation
standards
• within six months an institution is advised to form an
Accreditation Steering Committee and start
accreditation processes

Accreditation Candidacy Status

• Five issues that need to be addressed during this


period :-
– Establishment of accreditation steering committees;
– Preparation of a self study report;
– Fill in Application form for recognition of Technical
Institution Department/s;
– Establishment of Institutional Quality Assurance
Policy and quality Management Plan; and
– Preparation of Service Client Charter.

Accredited stage
• Provisional accreditation
Granted when an institution fulfils adequately the
accreditation requirements

• Full accreditation
Granted if there are minor deficiencies that can be
addressed in a short term (2 years). In case of
major deficiencies, candidacy status is extended
or accreditation is denied
