* The presidency of George W. Bush began on
January 20, 2001, when he was inaugurated as
the 43rd President of the United States. The
oldest son of former president George H. W.
Bush, George W. Bush became the second U.S.
president whose father had held the same
office.

*Introduction
* When Bush took office in January 2001, he was committed
to a Republican agenda. He cut tax rates for the rich and
tried to limit the role of government in people’s lives
* Compassionate conservatism has been defined as the
belief that conservatism and compassion complement each
other.
* A compassionate conservative sees the social problems of
the United States, such as health care or immigration, as
issues that are better solved through cooperation with
private companies, charities, and religious institutions
rather than directly through government departments.

*  On September 11, 2001, Bush faced a crisis
that would transform his presidency.
* Bush declared a global “War on Terrorism”
aimed largely at Muslim states.
* In October of 2001, he ordered an invasion of
Afghanistan to overthrow the Taliban, destroy
Al-Qaeda, and capture Osama bin Laden on the
pretense that “weapons of mass destruction”
were being hidden by these groups.

* The evening of the attacks, President Bush
promised the nation that those responsible for
the attacks would be brought to justice. Three
days later, Congress issued a joint resolution
authorizing the president to use all means
necessary against the individuals,
organizations, or nations involved in the
attacks.

session of Congress, Bush declared war on
terrorism
* This speech encapsulated what became known
as the Bush Doctrine, the belief that the United
States has the right to protect itself from
terrorist acts by engaging in pre-emptive wars
or ousting governments deemed hostile to the
United States in favor of more supportive,
preferably democratic, regimes.

*George W. Bush assumed the presidency with many
people openly questioning his ability to master
foreign policy. By any reasonable standard of
judgment, But its said that he proved his doubters
wrong. Even before September 11, he demonstrated
that he understood how to be an effective president.
*This is not to say that history will necessarily judge all
his choices as wise. It is to say that he succeeded,
especially after the terrorists attacks on the World
Trade Center and the Pentagon, in persuading the
country to follow his lead on foreign policy.
