International Ship Security Certificate is issued. the flag state is
required to verify that the ship' s security system. any associated
security equipment and its approved Ship Security Plan meet the
requirements of the Regulations and Part A of the ISPS Code.
Verifications of Ship must be carried out by officers of the flag
state or by security organisation recognised by the flag state, or
at the request of the flag state. by another Contracting
Government.
In every case, the flag state is required to guarantee the
completeness and efficiency of the verification and endorse the
Certificate.

The period of validity of the ISSC cannot exceed five
years, after which a renewal validation is required.
In addition, there must be at least one intermediate
verification between the second and third anniversary
date of the issue of the Ship Security Certificate.
The intermediate verification must be endorsed on the
certificates.

After any verification has been completed, no changes
can be made in security systems, any associated
security equipment or the approved Ship Security Plan
without the sanction of the flag state.

An initial verification: before the ship is put in
service or before the required certificate is issued for the
first time

A renewal verification: at intervals specified by the
Administration, but not exceeding five years.
At least one intermediate verification. The
intermediate verification shall include inspection of the
security system and any associated security equipment
of the ship to ensure that it remains satisfactory
for the service for which the ship is intended.
Such intermediateverification shall be endorsed on the
certificate ;
Additional verifications: as determined by the
Administration.

Continuous Synopsis Record (C.S.R)
All ships covered by SOLAS will be required to keep
on board Continuous Synopsis Record( CSR) , issued
by its flag state,
The flag state is required, pending the issue of a
revised and updated CSR, to authorise and require
either the Company or the master of the ship to amend
the CSR to reflect the changes and inform the flag
state accordingly.

Continuous Synopsis Record (C.S.R)
If a ship is to be transferred to another flag. the Company is
required to notify the current flag state to enable it to forward
a copy of the CSR to the new flag state covering the period
during which the ship was under its jurisdiction.
Guidance There is no model document for CSR. Companies
might be advised to urge flag states to develop an appropriate
CSR containing the required information required and
develop procedures whereby flag states can ensure that this
information, and the document itself, is available on board as
required.
Amendment procedures will need to be developed and agreed
between operators and their flag state administrations.

Record of Previous Port Calls
at which the ship operated in at least the last ten
pervious ports. together with an assurance that the
appropriate ship security were maintained. and any
special "or additional security measures taken.
