SHIP SECURITY ACTIONS

Action required by different security levels

A ship is required to act upon the security levels


set by Contracting Governments :
Security Level 1: carried out appropriate measures,
ensuring the performance of all ship security
duties ;
controlling access to the ship ;
controlling the embarkation of persons and
their effects ;

monitoring restricted areas to ensure that


only authorized persons have access ;
monitoring of deck areas and areas
surrounding the ship ;
supervising the handling of cargo and ship's
stores ; and
ensuring that security communication is
readily available.

Security Level 2: with additional protective


measures, specified in the SSP; taking into
account the guidance given in section 8.1.1 part B
of ISPS code.

Security Level 2: with further specific protective


measures, specified in the SSP; taking into
account the guidance given in section 8.1.1 part B
of ISPS code.

Whenever security level 2 or 3 is set by the Administration,
the ship shall acknowledge receipt of the instructions on
change of the security level.
An Administration requiring ships entitle to fly its flag to set
security level 2 or 3 in a port of another Contracting
Government shall inform that Contracting Government
without delay.
Prior to entering a port or whilst in a port within the territory
of a Contracting Government that has set security level 2 or
3, the ship shall acknowledge receipt of this instruction,
shall confirm to the port facility security officer the initiation
of the implementation of the appropriate measures and
procedures as detailed in the ship security plan,

In case of security level 3, in instructions issued by the
Contracting Government which has set security
level 3.
The ship shall report and difficulties in
implementation. In such cases, the port facility
security officer and ship security officer shall liaise
and co-ordinate the appropriate actions

If a ship is required by the Administration to set, or is
already at, a higher security level than that set for the
port ,the ship shall advise without delay, the
competent authority of the Contracting Government
within whose territory the port facility is located and
the port facility security officer of the situation.
In such cases, the ship security officer shall liaise with
the port facility security officer and co-ordinate
appropriate actions, if necessary.

When Contracting Governments set security levels
and ensure the provision of security-level information
to ships operating in their territorial sea, or having
communicated an information to enter their territorial
sea, such ships shall be advised to maintain vigilance
and report immediately to their Administration and
any nearby coastal States.

they should take and, if appropriate, of measures that
have been taken by the Contracting Government to
provide protection against the thereat.
Maintaining security of the ship/port
interface
It is this interface that determines that a port facility
exists and therefore determines the need for a Port
Facility Security Plan and the interaction with the Ship
Security Plan.
The setting of security levels by the port or by the ship,
with liaison services provided by the Company
Security Officer, will allow the Port Facility Security
and the Ship Security Officer to understand their
duties and constraints.

8.3 USAGE OF THE D.O.S
Declaration of Security mean an agreement reached
between a ship and either a port facility or another
ship with which it interfaces specifying the security
measure each will implement
Contracting Government determine when a
Declaration of Security is required by assessing the
risk the ship/port interface or ship to ship activity
poses to people, property or the environment.
8.3 USAGE OF THE D.O.S
A ship can request completion of a Declaration of Security when :
the ship is operating at a higher security level than the port
facility or another ship it is interfacing with ;
there is an agreement on Declaration of Security between
Contracting Governments covering certain international
voyages or specific ships on those voyages ;
there has been a security threat or a security incident involving
the ship or involving the port facility, as applicable
the ship is at a port which is not required to have and
implement an approved port facility security plan; or
the ship is conducting ship to ship activities with another ship
not required to have and implement an approved Ship Security
Plan.
8.3 USAGE OF THE D.O.S
Declaration of Security is completed by:
• The master or the ship security officer on behalf of
the ship; and, if appropriate,
• The port facility security officer or, if the Contracting
Government determines otherwise, by any other body
responsible for shore-side security, on behalf of the port
facility.
The Declaration of Security addresses security
requirements that could be shared between a port
facility and a ship (or between ships) and states the
responsibility for each.
8.3 USAGE OF THE D.O.S
A copy of the Declaration of Security must be kept by
both the ship and the port facility.
The Declaration of Security shall be made available to
government authorities upon request.
Copies of Declaration of Security must be kept for at
least the last 10 port calls.
IMPLEMENTATION OF SECURITY
PROCEDURE
Ship Security Procedures are to be attached to, and
form part of, the approved ship security plan.
Whereas the ship security plan details the security
measures, the procedures provide the detail as to how
these measures are to be implemented.
If the ship security plan details" what has to be done",
the security procedures detail "when it has to be done,
who shall do it, how it shall be done, what records are
to be kept, etc".

CONTINGENCY PLANS
In case of any breach of security had been identified.
the following procedures must be carried out.
1. SSO to infonn Master and cease operations onboard
ship
2. SSO to activate contingency plan as per Ship Security
Plan and emergency teams to be established to help
to establish the Security Measures to be taken as per
SSP.
3. Port Authorities to be notified immediately and liase
for Emergency Response.

CONTINGENCY PLANS
4. Company to be informed.
An effective two-way communication system must be
established with the CSO so than any unlawful act against the
vessel or person can be reported immediately using an
appropriate format.
a. Location of ship ( Lat / Long / Time )
b. Name / Nationality / Dtes and Place or Birth of Victim
c. Name / Nationality / Dates and Place of Birth of Person
(s)committing unlawful act.
d. Nature and extent of severity of injuries sustained. If
any.
5. Contracting Government & the Administration to be
reported. ;: _
DRILLS AND EXERCISES ON SHIP SECURITY

The objective of drills and exercises is to ensure


that shipboard personnel are proficient in all
assigned security duties at all Security Levels and
the identification of any security related
deficiencies

To ensure the effective implementation of the


provisions of the SSP, drills should be conducted
at least once every three months.
DRILLS AND EXERCISES ON SHIP SECURITY

in cases where more than 25 percent of the ship's


personnel has been changed, at any one time,
with personnel that have not previously
participated in any drill on that ship within the
last 3 months, a drill should be conducted within
one week of the change.

Vari0us types of exercises, which may include


participation of Company Security Officers,Port
Facility Security Officers, relevant authorities of
Contracting Governments as well as Ship security
Officers should be carried out at least once each
calendar year with no more than 18 months
between the exercises.
(JOINT DRILL)
These exercises should test communication, co-
ordination. resource availability and response.
DRILLS AND EXERCISES ON SHIP SECURITY

These exercise may be:


a. full scale or live ;
b. tabletop simulation or seminar ; or
c. combined with other exercises such as search
and rescue or emergency response exercises.
Company participation in an exercise with
another Contracting Government should be
recognized by the flag state.

The type of drills and trainings to be performed


depends on the Ship Security Plan.
to make sure that everyone onboard receives sufficient
training to fulfil his or her security duties.
Some examples of training are :
 Computer Based Training
 Lectures
 Table top exercises
 Full scale exercises, i.e. search drills
ASSESSMENT OF SECURITY DRILLS
AND EXERCISES
At the end of each drill or exercise, SSO shall
review the drill or exercise, and ensure that any
mistakes made or deficiencies identified are
corrected.
All personnel involved shall give their comments
on the effectiveness of the drill to the SSO;.
A drill report with details of time log is to be
recorded.
Such report shall be confidential,filed onboard
and reported to the CSO.

Ships will be required to :
l . Carry a Ship Security Plan which has been approved
by. or on behalf of the flag state ;
2. Obtain and carry a Certificate of International Ship
Security issued / authorised by the flag state ;
3 . Obtain / carry a Continuous Synopsis Record
issued by the flag state.
4. Carry additional information on board relating to
crew appointees, parties to charter parties. and those
responsible for deciding the employment of the ship ;

5. Have available on hoard certain security related


information in respect of previous port calls ;
6. Have available on board records of past security
training drills and exercises ; security threats and
incidents ; changes in Security Level; internal audits and
reviews of security activities; .review of the Ship Security
Assessment and Plan ; amendments to the Plan : testing
of security eqUipment. and testing of the ship security
alert system.

International Ship Security Certificate is issued. the flag state is
required to verify that the ship' s security system. any associated
security equipment and its approved Ship Security Plan meet the
requirements of the Regulations and Part A of the ISPS Code.
Verifications of Ship must be carried out by officers of the flag
state or by security organisation recognised by the flag state, or
at the request of the flag state. by another Contracting
Government.
In every case, the flag state is required to guarantee the
completeness and efficiency of the verification and endorse the
Certificate.

The period of validity of the ISSC cannot exceed five
years, after which a renewal validation is required.
In addition, there must be at least one intermediate
verification between the second and third anniversary
date of the issue of the Ship Security Certificate.
The intermediate verification must be endorsed on the
certificates.

After any verification has been completed, no changes
can be made in security systems, any associated
security equipment or the approved Ship Security Plan
without the sanction of the flag state.

An initial verification: before the ship is put in
service or before the required certificate is issued for the
first time

A renewal verification: at intervals specified by the
Administration, but not exceeding five years.
At least one intermediate verification. The
intermediate verification shall include inspection of the
security system and any associated security equipment
of the ship to ensure that it remains satisfactory
for the service for which the ship is intended.
Such intermediateverification shall be endorsed on the
certificate ;
Additional verifications: as determined by the
Administration.

Continuous Synopsis Record (C.S.R)
All ships covered by SOLAS will be required to keep
on board Continuous Synopsis Record( CSR) , issued
by its flag state,
The flag state is required, pending the issue of a
revised and updated CSR, to authorise and require
either the Company or the master of the ship to amend
the CSR to reflect the changes and inform the flag
state accordingly.

Continuous Synopsis Record (C.S.R)
If a ship is to be transferred to another flag. the Company is
required to notify the current flag state to enable it to forward
a copy of the CSR to the new flag state covering the period
during which the ship was under its jurisdiction.
Guidance There is no model document for CSR. Companies
might be advised to urge flag states to develop an appropriate
CSR containing the required information required and
develop procedures whereby flag states can ensure that this
information, and the document itself, is available on board as
required.
 Amendment procedures will need to be developed and agreed
between operators and their flag state administrations.

Record of Previous Port Calls
at which the ship operated in at least the last ten
pervious ports. together with an assurance that the
appropriate ship security were maintained. and any
special "or additional security measures taken.

Reporting Security Incidents


All security incidents must be reported in accordance
with specific reporting requirements.
Monitoring and Control

Proper administration of the plan requires


that Master and the Ship Security Officer
and measures its effectiveness and relevance
overtime.
REPORTING NONCONFORMITIES
Internal audits of the Ship Security Plan and its
effective implementation shall be carried out
annually onboard each ship in the Company's
fleet.
Records of any nonconformance and corrective
action associated with the internal audit shall be
identified within an internal audit report.
A copy of this internal audit report shall be
maintained on board the ship for review for
external verification by either the RSO or the
Administration.
Non-Compliance
If, after receipt of the information related to
security, officers duly authorized by the port
state have 'clear grounds' for believing that
the ship is non-compliance with the
requirements of SOLAS of Part A of the
ISPS Code, they must try to establish
communication with and between the ship
and the flag state in order to rectify the non-
compliance.
Non-Compliance
such officers may, taking into account the guidance
given in Part B of the ISPS Code, take steps as follows :
1 . require the rectification of the non-compliance ;
2. require the ship to proceed to a location specified
in the territorial sea or internal waters of that
Contracting Government ; ,
3. require inspection of the ship. if the ship is in the
territorial sea of the Contracting Government whose
part the ship intends to enter ; or
4. deny entry into port.
