Rights”
Introduction
 focus on public service users and in general on the process of
modernization and improvement of services that are complemented
by human rights values.

 The definition of good governance has evolved over time and has
shifted from governance priorities aimed at increasing economic
efficiency and growth to those governance policies and institutions
that best promote greater freedom, genuine participation,
sustainable human development and human rights.

 Human rights principles provide a set of values to guide the work


of Governments and other political and social actors , human rights
principles inform the content of good governance efforts.
 Human rights standards require States to provide access to
services, including education, health, housing, food and water
and sanitation. States are primarily responsible for enforcing
human rights standards, but their accountability extends to
all levels of government as well as other institutions to which
States devolve authority.
Background of the Study
In this case, Public administration is the implementation of government
policy and also an academic discipline that studies this implementation
and prepares civil employees for working in the public service. As a "field
of inquiry with a diverse scope" whose fundamental goal is to "advance
management and policies so that government can function.

A human rights-based approach to public services is integral to the


design, delivery, implementation and monitoring of all public service
provision.

the normative human rights framework provides an important legal


yardstick for measuring how well public service is designed and delivered
and whether the benefits reach rights-holders. The human rights
framework empowers rights-holders and requires States as duty bearers
to act in conformity with their human rights obligations.
human rights principles can contribute to guiding and improving public
service, complementing existing value systems such as public service
ethos and other good governance principles such as efficiency,
competency and integrity. This approach also leads to improved public
service outcomes and better quality of public service.

 public service providers should not underestimate the financial or


reputational costs of violating human rights and the resulting loss of
public trust, low morale and poor public perception.

 a human rights-based approach also protects against discrimination


and tests whether existing public service systems protect the rights
of persons who are vulnerable and marginalized or whose access is
hampered by poverty, disability or other forms of exclusion.
SWOT Analysis

Conclusion
 The analysis above suggests that states’ protective role outweighs
tendencies to violate human rights. On balance, human rights
abuse tends to happen in relatively low-capacity states. In general,
the better the state apparatus, the safer its citizens will be from
the depredations of non-state actors and rogue government
officials.

The human rights situation in any country must, of course, be


examined on a case-by-case basis. There will always be some cases
of states using their capacities to abuse their citizens. However,
on average, it is more hazardous to one’s rights to live in a weak
state than a strong one.
 In the post-Cold War world, we need to squarely face the issue
of state capacity, recognizing that weak states cannot secure
the rights of their citizens. This is true irrespective of the good
or ill will of their rulers.

Diagnosing the pathologies of such states, however, will require


careful attention to the particular abuses that take place and
the particular reasons for them. We cannot assume that states
are responsible for human rights abuses; we must make them so
by enabling them to police their citizens and control their
agents.
Recommendation
 Research focuses on the capacity of Public Administrative of
the state in relation to Human needs and human rights.

 Some researchers may be allowed to find out that


manifestations of the administrative capacity of the state
which relate to the human needs has various effects in
today’s society.

 The researchers may choose to limit their respondents as


focusing only on the effect of the administrative capacity of
the state related to the human needs and human rights on
populations, the people, and such.
 These administrations will not only attain the main goal or purpose of the
government, this as well encourages the people to practice their rights in order
to obtain the necessities they highly hope for

 Comparative studies can as well be used to compare the effects of the


administrative capacity of state on the human needs and rights.

 Research can be done on ways to improve the administration of our society.


It is possible to make a case study about someone who is suffering from the
complications given by today’s administration and is currently undergoing/has
undergone help from higher ups or experts that may help them reach their
goal and escape the harshness of reality.

 It is thus as well recommended to educate the people with regards to their


rights for them to practice it more and have more power in the reality, they
may use their rights as an offense weapon and defense, these human rights will
helps them survive in the cruel reality, this will help them obey and defend for
what is right and just.
