NUMERATION SYSTEMS
A numeral system (or system of numeration) is a writing system for
expressing numbers; that is, a mathematical notation for
representing numbers of a given set, using digits or other symbols in
a consistent manner. ... The number the numeral represents is called
its value.
Additive/Subtractive Properties
Early numeration systems were very basic. You “built” a value by adding together symbols
that added up to the value! The Romans later on incorporated subtraction.
A positional (numeral) system is a system for representation
of numbers by an ordered set of numerals symbols (called
POSITIONAL SYSTEMS digits) in which the value of a numeral symbol depends on
its position. For each position a unique symbol or a limited set

Tennessee is “around” many other states. Some of it’s close neighbors
are Kentucky, Alabama, and North Carolina. In fact, Tennessee is in-
between North Carolina and New Mexico. BUT it is certainly closer to
one of those states than the other. Although TN is in-between NM and
NC, it is “around” NC… it is closer to NC.
When you round a number, you are saying which of two defined boundaries that number is CLOSEST to.
