LTE562:CS Fallback to 3G via Redirect
• Feature Description
 CS Fallback to UTRAN or GSM via Redirect (LTE562) feature has been introduced to provide CS voice
service to UEs being attached to EPS
 Evolved Packet Core (EPC) must support CS inter-working for mobility management and paging
 SGs interface between MME and MSC server is needed
 interworking between SGSN and MME and PDN-GW via Gn interface
 CS Fallback requires CS-fallback-capable UE
 UE informs the network about its CSFB capability by requesting combined EPS/IMSI attach (EPS Attach Type
IE) within Attach Request message
LNBTS: CS Fallback Feature Activation

This parameter controls the status of the CS Fallback to UTRAN or GSM via
Redirect feature in a BTS.

UE by checking in RRC message
UECapabilityInformation
CS Fallback MOC in ECM-CONNECTED

 In ECM-CONNECTED state of MOC triggered CS Fallback

procedures are supported
 UE has to be IMSI attached
 UE sends Extended Service Request (Service Type set to
“mobile originating CS fallback”) within UL Information
Transfer message over radio IF and UL NAS Transport
over S1-MME IF
 MME sends UE Context Modification Request message
with CS Fallback Indicator to eNodeB
 Based on UE capabilities and operator’s settings
eNodeB selects a CSFB target layer

 Having found the target layer eNodeB replies to MME with

UE Context Modification Response and redirects the UE to
the selected layer via RRC Connection Release procedure
 RRC Connection Release message contains the target layer info
 Having triggered CS Fallback, eNodeB initiates UE context
release procedure by sending UE Context Release Request
message towards MME
 MME starts UE context release by sending UE Context Release
Command to eNodeB
 eNodeB replies with UE Context Release Complete
CS Fallback MOC in ECM_Connected

UE starts Initial Access procedure and sends

Extended Service Request message with
Service Type set to “mobile originating CS
fallback”

eNB send “RRCConnectRelease” message with redirect information

of WCDMA Frequency to be used for redirection

Extended Service Request

Upon receiving Extended Service Request from UE, MME triggers CSFB towards eNodeB by sending
UE Context Modification Request message with CS Fallback Indicator : CS-fallback-required to eNB

CS Fallback MTC in ECM-CONNECTED
 In ECM-CONNECTED state of MTC triggered CS Fallback
procedures are supported
 UE has to be IMSI attached
 MSC sends CS Paging Request for particular UE to MME
 MME sends CS Service Notification towards UE (within
DL-NAS PDU)
 UE sends Extended Service Request (Service Type set to
“mobile terminating CS fallback”) within UL
Information Transfer message over radio IF and UL NAS

CS Fallback MOC in ECM-IDLE
 If UE is in ECM-IDLE state the CS Fallback procedure
for MOC would be triggered as following
 UE has to be IMSI attached
 Wait until Inactivity Timer expired
 UE starts Initial Access procedure and sends Extended
Service Request message with Service Type set to
“mobile originating CS fallback”
 Upon receiving Extended Service Request from UE, MME
triggers CSFB towards eNodeB by sending Initial Context
Setup Request message with CS Fallback Indicator
 Based on UE capabilities and operator’s settings eNodeB
selects a CSFB target layer
 Having found the target layer, eNodeB replies to MME
with Initial Context Setup Response and redirects the UE
to the selected layer via RRC Connection Release
procedure
 RRC Connection Release message contains the target
layer info

 If UE is in ECM-IDLE state the CS Fallback procedure
for MOC would be triggered as following
 UE has to be IMSI attached
 Wait until Inactivity Timer expired
 MSC sends CS Paging Request to MME
 MME sends Paging message to appropriate eNodeB(s)
with indication that CS domain has initiated paging
 UE is paged via LTE-Uu IF (Paging message)
 UE starts Initial Access procedure and sends Extended
Service Request message with Service Type set to
