Three Issues Of Medical
Problems
 First, Medicaid eligibility rules were so restrictive that less
than half of the poor received coverage. (Inter state
variation/equity concur)
 The second, Medicaid reimbursements rates were very
low, especially to office based primary care providers.
( few primary case physician chose to participate in the
program, and most beneficiaries received primary care , if
at all in the emergency room of local safety net hospital)
 Third, jowl officials did little to ensure that beneficiaries
received good quality care. Even the so-called "Medicaid
mills" which compensated for the low rates by treading an
unacceptably high
Insurance Card
 First, beneficiaries received an insurance card that
enabled than to receive covered medical benefit from
any willing medical provider. The program thereby
provide the poor with increased access to care.
 Second, safety net health care providers used Medicaid
revenue to subsidize the health care delivered to the
unsecured.
 Third, the system was relatively inexpensive to
administer.
 Government officials determined eligibility and pay bills
and did little else.
