HISTORY AND SALIENT FEATURES OF THE 1987 CONSTITIUTION
HISTORY

• The current constitution is the 1987 Constitution


which came into force on February 11, 1987. It
was approved by the 1986 Constitutional
Commission on October 12, 1986, and was ratified
in a national plebiscite held on February 2, 1987. 
PREAMBLE

We, the sovereign Filipino people, imploring the aid of


Almighty God, in order to build a just and humane society and
establish a Government that shall embody our ideals and
aspirations, promote the common good, conserve and develop
our patrimony, and secure to ourselves and our posterity the
blessings of independence and democracy under the rule of
law and a regime of truth, justice, freedom, love, equality,
and peace, do ordain and promulgate this Constitution.

I. SIGNIFICANT FEATURES OF THE 1987
CONSTITUTION

• The Constitution establishes the Philippines as a "democratic and


republican State", where "sovereignty resides in the people and all
government authority emanates from them". (Section 1, Article II)
• Consistent with the doctrine of separation of powers, the powers
of the national government are exercised in main by three
branches —the executive branch headed by the President, the
legislative branch composed of Congress and the judicial branch
with the Supreme Court occupying the highest tier of the
judiciary. (Article VI,VII,VIII)
II. OTHER FEATURES OF THE 1987
CONSTITUTION

• Provides the rights of the people in upholding its principles of a


democratic state ( Article III, bill of rights)
• Sets the boundary and territory of the state where the government
can exercise its power. (Article I)
• Provides the general principles and state policies of our country
(Article II)
• Identifies and provides the guidelines as to who are considered
Filipino Citizen (Article IV)
II. OTHER FEATURES OF THE 1987
CONSTITUTION

• Provides for the rules and guidelines of our voting rights; the right
to choose our leaders or the right to Suffrage (Article V)
• Provides the creation of the constitutional commissions including
its regulations. Example: Civil Service, Comelec, COA (Article IX)
• Local Government that set the creation of the LOCAL
GOVERNMENT CODE of the Phil. Which sets the guidelines as to the
exercise of powers of the LGU’s (Article X)
• Provides the rules and regulations as to the accountability of
Public or government officers and employees. (Article XI)
II. OTHER FEATURES OF THE 1987
CONSTITUTION
• Provides protection and guidelines of the exhaustion of our
Philippine Economy and Patrimony including sustainable long term
goals for our economy (Article XII)
• Establishes our different social institutions and provides social
justice and human rights to different sectors in society. (Article
XIII).
• Gives importance to Education, Science and Technology, Arts,
Culture and Sports of our country. (Article XIV)
