DISABILITY GUIDELINES
Minimum degree of disability 40% for any
concessions/benefits.
Definition
Mental retardation is a condition of arrested or incomplete
development of the mind, which is especially characterised by
impairment of skills manifested during the development period
which contribute to the overall level of intelligence, i.e.,
cognitive, language, motor and social abilities.
Categories
Mild 50 - 69 (standardised IQ test)
Moderate 35 - 49.
Severe 20 - 34
Profound <20
Process of Certifications
Eligibility Criteria
• Annual income of parent less than Rs 25000 /-
• Resident of state
• No age limit

Disability certificate, Residence proof, Income proof/certificate, Passport
size photo

Eligibility Criteria
Disability 40% and above
Annual Income of family/parent should not exceed Rs. 15,000/-
Applicant receiving any scholarship for PWD will not be eligible for
this scholarship
Bonafide certificate from school showing applicant is enrolled in the
school
Resident of kerala
Applicants receiving any education scholarship from District office will
not be eligible for this scholarship.
Documents required
Disability certificate, Income proof, Bonafide certificate, Resident proof
BPL card, Ration card for residence proof, Disability certificate/Identity card,
Income certificate from village office/panchayat, Birth certificate( school
certificate or affidavit)
Within the 30days of marriage, provide marriage certificate to panchayat
office.
Procedure for application
Application forms obtained from District Social Justice Offices and to submit
to the same office with required documents.
Aswasakiranam
This scheme provide a monthly assistance of Rs.600/- to care givers who are unable to take
up employment for self-sustainance
Coverage of diseases
All bed-ridden patients who need a full-time caregiver.
Eligibility of caregiver
Only `caregivers’ as per the above definition, taking care of patients as described in the
definition of patients will be eligible for financial assistance.
The assistance will be stopped when care giver stops caring for patient or dies.
Document to be submitted
1. Medical certificate attested by Govt./ Vayomithram / NRHM doctors
2. Attested copy of BPL ration card / BPL certificate issued by Panchayat or
Municipality or Corporation / Income certificate issued by village officer as a proof
for patient income
3. Attested copy of Aadhar card / confirmation slip received after Aadhaar card
registration.
4. Life certificate to be submitted every year through CDPO to Executive Director,
Kerala Social Security Mission to continue the scheme benefits.
How to apply
Application duly filled to be submitted along with Doctor’s Certificate at
nearest Anganwadi or ICDS office.
