DISABILITY GUIDELINES
 Minimum degree of disability 40% for any
concessions/benefits.

 Authorities to give disability Certificate will be a medical

board duly constituted by Central and State Government.

 State government may constitute a medical board consisting of

at least three members at least one shall be specialist in
particular field for assessing.

 Specified tests should be conducted by medical board and

recorded before certificate is given.
 Certificate validity five years whose disability is temporary.

 For permanent disability validity can be 'permanent'.

 The state governments administrations may constitute medical

boards.

 Any controversy/doubt regarding interpretation of

definitions/classifications/evaluations tests etc. Director general
of health services ministry of health and family welfare will be
final authority
CERTIFICATION
 MENTAL RETARDATION

Definition
Mental retardation is a condition of arrested or incomplete
development of the mind, which is especially characterised by
impairment of skills manifested during the development period
which contribute to the overall level of intelligence, i.e.,
cognitive, language, motor and social abilities.
Categories
Mild 50 - 69 (standardised IQ test)
Moderate 35 - 49.
Severe 20 - 34
Profound <20
Process of Certifications

 Disability certificate issued by medical board, three members

constituted by Central/State Government. At least, one
specialist in area of mental retardation: Psychiatrist,
Paediatrician and clinical Psychologist.

 The examination process will consist of clinical assessment,

assessment of adaptive behaviour and intellectual functioning.
MENTAL ILLNESS
 Mental illness has been recognized as one of the
disabilities under Section 2 (i) of the Persons with
Disabilities (Equal Opportunities, Protection of Rights
and Full Participation) Act, 1995. "Mental illness" has
been defined under Section 2(q) of the said Act as any
mental disorder other than mental retardation.

 The minimum degree of disability should be 40%. in

order to be eligible for any concessions/benefits
 Certification of disability for MI carried out by Medical Board
comprising of
a) The Medical Superintendent/Principal/Director /Head of the
Chairperson institution or his nominee
b) Psychiatrist Member
c) Physician Member

 Validity- five years whose disability is temporary and are

below the age 18 years.

 Those with permanent disability, the validity can be

'Permanent in the certificate'.
 Indian Disability Evaluation and Assessment Scale (IDEAS)
developed by the Rehabilitation Committee of the Indian
Psychiatric Society (IPS) should be used for assessment.

Process for applying

Apply at District Disability Rehabilitation Centre (DDRC) of
concerned districts/ superintendent of district hospitals
Submit application in a paper with rs.5 court fee stamp along
with copy of Election ID card, Ration card and PP photo
Kerala State Schemes for Persons with
Disabilities
 State Disability Pension

a) Rs 700/- for 80% to 100% of   disability

b) Rs  525/- below 80%

Eligibility Criteria
• Annual income of parent less than  Rs 25000 /-
• Resident of state
• No age limit
Documents required
 Disability certificate, Residence proof,  Income proof/certificate, Passport
size photo

Procedure for application

Application form obtained and submitted at Panchayat office and
Municipality office at rural and urban level respectively.
 Bus concession

Eligibility Criteria
50% of disability

Resident of the Kerala state

Income should not exceed rs.15000

Documents required
Disability certificate, Any ID proof, Residence proof

Procedure for application

KSRTC- Apply to District Kerala State Transport Depot. Form is available
with the depot and can be submitted at the same place.
PRIVATE- Apply to RTO
 Educational Scholarship
Particulars of rate of scholarship
a)      From 1st to 4th std: Rs 100/- per month
b)      5th to 10th std: Rs 125/- per month
c)      11th and 12th : Rs 150/- per month

Eligibility Criteria
 Disability 40% and above
  Annual Income of family/parent should not exceed Rs. 15,000/-
  Applicant receiving any scholarship for PWD will not be eligible for
this scholarship
  Bonafide certificate  from school showing applicant is enrolled in the
school
  Resident of kerala
  Applicants receiving any education scholarship from District office will
not be eligible for this scholarship.
Documents required
   Disability certificate, Income proof, Bonafide certificate, Resident proof

Procedure for application

  Obtain application form from school and can submit at same place. Then after,
complete form will be sent to the district social welfare office.
 Marriage Assistance to [Differently Abled Women]
Parents of woman with disability or applicant can apply for the scheme.  
Onetime assistance Rs 10,000 given after marriage.
 Eligibility Criteria

BPL category, Annual Family income not exceed Rs 36,000/-, Applicant

should be staying with parents, Resident of Kerala,
Divorced applicant can apply for assistance for second marriage
Parents have to apply one month before marriage date.
 Documents required

BPL card, Ration card for residence proof, Disability certificate/Identity card,
Income certificate from village office/panchayat, Birth certificate( school
certificate or affidavit)
Within the 30days of marriage, provide marriage certificate to panchayat
office.
 Procedure for application

Application forms obtained from District Social Justice Offices and to submit
to the same office with required documents.
 Aswasakiranam

This scheme provide a monthly assistance of Rs.600/- to care givers who are unable to take
up employment for self-sustainance

Coverage of diseases 
All bed-ridden patients who need a full-time caregiver.

Mentally challenged (Autism, Cerebral Palsy, Mental retardation, Mental illness).

100 % blind, bed-ridden cancer patients, old-aged bed-ridden.

 Brittle bone disease.

Eligibility for this scheme

 Totally bed-ridden and at home with debilitating disability (physical,

functional or mental)
 Who cannot take care of their self for day to day activity without support of
another person
 Who belongs to Below Poverty Line as per BPL list and as per ration card
 Who belongs to APL, family annual income not exceed 20,000 in
panchayat and 22,375 in municipalities / corporation.
 Who is eligible for disability pension under any Government scheme.
 Endosulfan affected victims who are totally debilitated. 
 Physically & mentally bed ridden patients produce valid medical
certificate / ID card issued by competent medical board under PWD ACT. 
 There will not be any income limits for mentally challenged beneficiaries
Care giver should be a family member or close relative, unemployed without any
source of income and who is at home to take care of patient.

 Eligibility of caregiver
Only `caregivers’ as per the above definition, taking care of patients as described in the
definition of patients will be eligible for financial assistance.
The assistance will be stopped when care giver stops caring for patient or dies. 

  Document to be submitted
1.  Medical certificate attested by Govt./ Vayomithram / NRHM doctors  
2.  Attested copy of BPL ration card / BPL certificate issued by Panchayat or
Municipality or Corporation / Income certificate issued by village officer as a proof
for patient income
3.  Attested copy of Aadhar card / confirmation slip received after Aadhaar card
registration.
4.  Life certificate to be submitted every year through CDPO to Executive Director,
Kerala Social Security Mission to continue the scheme benefits.
 How to apply
Application duly filled to be submitted along with Doctor’s Certificate at
nearest Anganwadi or ICDS office.
