FOR ENTREPRENEURS
MSM-ENTERPRISE
 Enterprises engaged in the manufacture or production of goods :

 i)Micro Enterprise – Investment in plant and machinery does not


exceed Rs. 25 lakhs.

 Ii)Small Enterprise – Investment in plant and machinery is more
than Rs.25 lakhs but does not exceed Rs. 5 Crore.

 Iii)Medium Enterprise – where the investment in plant and


machinery is more than Rs.5 Crore but does not exceed Rs. 10
Crore.
MSM-ENTERPRISE
 Enterprises engaged in providing or rendering of services :

 i)Micro Enterprise – where the investment in equipment does
not exceed Rs. 10 lakhs.

 ii)Small Enterprise – where the investment in equipment is


more than Rs.10 lakhs but does not exceed Rs. 2 Crores.

 iii)Medium Enterprise – where the investment in equipment


is more than Rs.2 Crores but does not exceed Rs. 5 Crores.
MICRO & SMALL ENTERPRISES-CLUSTER
DEVELOPMENT PROGRAMME (MSE-CDP)

 Setting up of Common Facility Centers (CFCs).

 R&D needs and organizing workshops, seminars.

 Common supportive action through formation of self help


groups, consortia, upgradation of associations, etc.
MICRO &SMALL ENTERPRISES - CLUSTER
DEVELOPMENT PROGRAMME

 Diagnostic Study - Maximum cost Rs. 2.50 lakhs.

 Setting up of CFCs – maximum eligible project cost of


Rs. 15.00 Crore .
MICRO & SMALL ENTERPRISES CLUSTER
DEVELOPMENT (MSE-CDP)

 The Scheme supports financial assistance for


establishment of Common Facility Centres (CFCs)
for

 Testing,
 Training centres,

 R&D,

 Effluent Treatment,

 Raw material depot


THE CREDIT GUARANTEE FUND SCHEME FOR MICRO AND
SMALL ENTERPRISES (CGMSE)

Collateral-free credit to the micro and small enterprise sector.


Both the existing and the new enterprises are eligible to be covered under the

scheme.
Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) to

implement the Credit Guarantee Fund Scheme for Micro and Small Enterprises.
The corpus of CGTMSE is being contributed by the Government and SIDBI in

the ratio of 4:1 respectively


THE CREDIT GUARANTEE FUND SCHEME FOR
MICRO AND SMALL ENTERPRISES (CGMSE)

 Collateral free loan up to a limit of ₹ 100 lakh is available for MSE on


payment of guarantee fee to bank by the MSE.

 The guarantee cover available under the scheme is to the extent of 75


per cent of the sanctioned amount of the credit facility.

 Trust settles the claim up to 75% of the amount in default of the


credit facility
MARKETING ASSISTANCE SCHEME

 The marketing assistance scheme provides assistance


for the following activities:

a) Organisation of exhibitions abroad and


participation in international exhibitions/ trade fairs

b) Co-sponsoring of exhibitions organised by other


organisations/industry associations/ agencies;

c) Organising buyer-seller meets, intensive campaigns


and marketing promotion activities.
FINANCIAL ASSISTANCE

 a).The maximum net budgetary support for participating


in an international exhibition/trade fair - of Rs. 30 lakh
per event (Rs. 40 lakh for Latin American countries).

(b). The budget for organizing the Domestic


Exhibitions/Trade Fair - maximum amount of Rs. 45 lakh.
 The corresponding budgetary limit for participation in an
exhibition/trade fair shall be Rs. 15 lakh.
QUALITY UP GRADATION SCHEME

 An incentive scheme for their technological


upgradation/quality improvement and environment
management.

 The scheme provides incentive to those small scale/


ancillary undertaking who have acquired ISO 9000/ISO
14001/HACCP certifications.
QUALITY UP GRADATION SCHEME

Reimbursement of charges certifications to the extent of


75% of the expenditure subject to a maximum of Rs.
75,000/- in each case.
STRENGTHENING OF TRAINING
INFRASTRUCTURE

 The financial assistance will be for specific needs


of each case for improvement in areas like
building, training aids/equipment and other
support services and will be on matching basis,
say 50% of the cost restricted to Rs. 100.00 lakh
in each case.
NATIONAL MANUFACTURING
COMPETITIVENESS PROGRAMME

 The ministry of Micro, Small and Medium Enterprises with


a view to recognizing the efforts and contribution of MSMEs
gives National Award annually to selected entrepreneurs and
enterprises under the scheme of National Award .
APEDA

 Exporters & producers for installing quality


management, quality assurance and quality control
system such as ISO series, HACCP, TQM etc.
including consultancy, quality improvement and
certification for these.

 50% of the cost subject to a ceiling of Rs.5 lakhs per


beneficiary for each system
LOGISTICS

 Assistance for purchase of specialized


transport units for animal products
horticulture and floriculture sector.

 40% of the cost subject to a ceiling of


Rs.7.5 lakhs per beneficiary.
PROCESSING

 Setting up of mechanized handling facilities


including sorting, grading, washing, waxing,
ripening, packaging & palletisation etc.

 40% of the cost of equipment subject to a ceiling of


Rs.25.00 lakhs per beneficiary
POLLUTION CONTROL

 Assistance for setting up of environment control


system e.g. pollution control, effluent treatment etc.

 40% of the cost subject to a ceiling of Rs.35 lakhs per


beneficiary .
INFRASTRUCTURE

 Setting up of specialized storage facilities such as high


humidity cold storage deep freezers, controlled
atmosphere (CA) or modified atmosphere (MA) storage
etc.

 40% of the cost subject to a ceiling of Rs.25 lakhs per


beneficiary
MUDRA

 The Pradhan Mantri Mudra Yojana or PMMY is a


flagship scheme of the Government of India to extend
affordable credit to micro and small enterprises.

 Mudra loans are designed to bring enterprises into the


formal financial system, or to “fund the unfunded”.

 Loans under PMMY scheme are available to non-


farm micro or small enterprises engaged in income
generation through manufacturing, trading and
services. Enterprises involved in allied agricultural
activities can also apply for Mudra loans.
PRIME MINISTER EMPLOYMENT GENERATION
PROGRAMME (PMEGP)

 The scheme is implemented by Khadi and Village


Industries Commission (KVIC) functioning as the nodal
agency at the national level.

 The maximum cost of the project/unit admissible in


manufacturing sector is ₹ 25 lakhs and in the
business/service sector, it is ₹ 10 lakhs.
COLD CHAIN, VALUE ADDITION AND
PRESERVATION INFRASTRUCTURE

 Provide integrated cold chain and preservation infrastructure facilities,


without any break, from the farm gate to the consumer.

 It covers creation of infrastructure facility along the entire supply chain


viz. pre-cooling, weighing, sorting, grading, waxing facilities at farm level,

 Multi product/ multi temperature cold storage, CA storage, packing


facility, IQF, blast freezing in the distribution hub

 Reefer vans, mobile cooling units for facilitating distribution of


horticulture, organic produce, marine, dairy, meat and poultry etc.
PROJECT COMPONENTS

 The different components of the Cold Chain projects are as under:

 Minimal Processing Centre at the farm level and centres is to have facility for
weighing, sorting, grading waxing, packing, pre-cooling, Control Atmosphere
(CA)/ Modified Atmosphere (MA) cold storage, normal storage and Individual
Quick Freezing(IQF).

 Mobile pre-cooling vans and reefer trucks.

 Distribution hubs with multi products and multi Control Atmosphere (CA)/
Modified Atmosphere(MA) chambers/ cold storage/ Variable Humidity Chambers,
Packing facility, Cleaning in Process (CIP) Fog treatment, Individual Quick
Freezing (IQF) and blast freezing.

 Irradiation facility.
PATTERN OF ASSISTANCE

 Financial assistance (grant-in-aid) under the scheme is limited to a maximum of Rs


10 crore per project in relation to technical civil works and eligible plant &
machinery subject to the following:

 For storage infrastructure including Pack House and Pre cooling unit, ripening
chamber and transport infrastructure, grant-in-aid @ 35% for General Areas and

 @ 50% for North East States, Himalayan States, ITDP Areas & Islands, of the total
cost of plant & machinery and technical civil works will be provided.

 For value addition and processing infrastructure including frozen storage/ deep
freezers associated and integral to the processing, grant-in-aid @ 50% for General
Areas and @ 75% for North East States, Himalayan States, ITDP Areas & Islands,
will be provided.

 For irradiation facilities grant-in-aid will be provided @ 50% for General Areas and
@ 75% for North East States, Himalayan States, ITDP Areas & Islands.
AGRO PROCESSING CLUSTER

 Development of modern infrastructure and common facilities to encourage group of


entrepreneurs to set up food processing units based on cluster approach by linking groups of
producers/ farmers to the processors and markets through well-equipped supply chain with
modern infrastructure.

 Each agro processing clusters under the scheme have two basic components i.e. (roads, water
supply, power supply, drainage, ETP etc.), Basic Enabling Infrastructure

 Core Infrastructure/ Common facilities (ware houses, cold storages, IQF, tetra pack, sorting,
grading etc) and at least 5 food processing units with a minimum investment of Rs. 25 crore.

 The units are set up simultaneous along with creation of common infrastructure.

 At least 10 acres of land is required to be arranged either by purchase or on lease for at least
50 years for setting up of Agro Processing Cluster.
AGRO PROCESSING CLUSTER

 Pattern of Assistance
 The Scheme envisages grants-in-aid @ 35% of eligible project
cost in general areas and @50% of eligible project cost in the
North East States including Sikkim and difficult areas namely
Himalayan States (i.e. Himachal Pradesh, Jammu & Kashmir
and Uttarakhand), State notified ITDP areas & Islands subject
to max. of Rs. 10.00 crore per project.
CREATION OF BACKWARD AND
FORWARD LINKAGES

Provide effective and seamless backward and forward integration


for processed food industry by plugging the gaps in supply chain in
terms of availability of raw material and linkages with the market.

Underthe scheme, financial assistance is provided for setting up of


primary processing centers/ collection centers at farm gate and
modern retail outlets at the front end along with connectivity
through insulated/ refrigerated transport.

FORWARD LINKAGES
 Pattern of Assistance
 The maximum grant extended per project is Rs 5.00 crore @ 35% of the eligible
project cost for general areas and @ 50% for North East States, Himalayan States,
ITDP Areas and Islands respectively. The grant is provided only in respect of
technical civil work and eligible plant & machinery.

 Release of Grant
 The grant-in-aid under the scheme is released in three installments of 25%, 40% and
35% as per following schedule.

REVAMPED SCHEME OF FUND FOR REGENERATION
OF TRADITIONAL INDUSTRIES (SFURTI)
 The main objectives of the scheme are to:

To organize the traditional industries and artisans into clusters in order to


make them, competitive and provide support for their long term
sustainability.

The project outlay for various clusters is as follows: Heritage cluster
(1000-2500 artisans *): ₹ 8 cr
 Major cluster (500-1000 artisans *): ₹ 3 cr

 Mini cluster (Up to 500 artisans*): ₹ 1.5 cr.


A SCHEME FOR PROMOTING INNOVATION, RURAL
INDUSTRY & ENTREPRENEURSHIP (ASPIRE)
 The main objectives of the scheme are to:

(i) Promote entrepreneurship culture in India (ii) Boost


Grassroots economic development at district level.

 Ii) one-time grant of 100% of cost of Plant & Machinery


other than the land and infrastructure, or an amount up to
Rs 100 lakhs, is less is to be provided.
