• Organizations can extend the benefits of OLC to external audiences
• Support access to OLC functionality by non employees e.g.:
– Contractors
– Partners
– Resellers
– Franchisees

External Users –User Experience
• Users are given a URL to access OLC with their username and password.
• Once logged in, their experience is very similar to that of an internal
employee – they can access my learning page and explore the catalog,
enroll for courses , see their learning history etc. based on the permissions
in the user role you assign them.

External Learners User creation/Roles/Catalog item access
controls
• External Learner User creation /Roles 
– Learning Admin's can use
• Manage Users  UI to create the  external learner using Non Worker person type.
Username and password sent to user when created 
– Person Type -Use a Nonworker person type .  
– Legal Entity(LE) and Business Unit (BU)
• Both LE and BU are required for creating a Nonworker .
• Guideline for customers  for External Learners would be to have one LE per Country  for External
learners and one common Dummy Business unit across all the LE's to group the external users
• Set of information, including job, position, managers, work location etc which defines a worker's or
nonworker's role in a legal employer can be captured on the assignment as required
– For importing Nonworkers in Bulk Use HSDL OR HDL
– For Programmatic creation –Use REST API ( Employee resource)

• Roles / Security  
– We don’t  ship an abstract security profiles out of the box for Non worker person type
 . Customers can create the abstract roles depending on the access they want to
provide external learners .
– We recommend that customers  create 2 abstract roles  
• 1 External Learner
• 2 External Learner Manager
– Admins can Use Legal Entity and or Business Unit to create access control/groups for
further restricting the catalog items

Anonymous access /Self Registration
• External Learners would need to be set up in HCM Cloud with appropriate
data so that they are able to login and access Learning.
• Oracle HCM Cloud does not allow or plan to allow anonymous access or
self registration
• Customer who need a self registration process for external learners can do
so via customer application using the API’s in HCM Cloud

External Users –Licensing Guidelines
• Customers can purchase subscription for Learning Cloud for external users
without needing to buy Core HR or Talent Base.
• At this time the guideline for sales for External Learners in Oracle Learning
cloud is that the  subscription count for external learners cannot exceed 2x
the Employee-Learner Count

• In this example there are 10,000 employees


• HCM Base SKU (Core HR) always includes ALL employees per the definition of the
Hosted Employee pricing metric.
• OLC quantity is the total of Internal (employee) + External learning users
• This could be 10,000 Employees + 20,000 External Users –OR–
5,000 employee users + 25,000 External Users
• For any month the total unique OLC users active that month must be no
greater than the subscription quantity

• This may be all the employees or a subset (because metric is Hosted Named User)
• OLC quantity is the total of Internal (employee) + External learning users
• This could be 5,000 Internal Users + 10,000 External Users –OR–
just 15,000 External Users and no Internal Users
• For any month the total unique users OLC active that month must be no
greater than the subscription quantity
