Case Overview

- The Department of Transportation is looking to reduce the amount of complaints

due to delays in the American Airline system.

- In 2000, 27% of flights were delayed in the United States

- Logan Airport is one of the nations busiest airports, providing travel on a national
and international scale, currently with 27M passengers.

- Logan Airport is located in an area susceptible to harsh weather conditions.

- Currently Logan Airport is ranked as the 5th most delayed Airport in the Country.

-
Planned $1 billion in renovations for Logan Airport
Key Issues

• Delays and missed connections currently make up 40% of DOT complaints

• Logan Airport had an average of 47.5 delays per 1000 flights

• Because Logan was not a central hub, recovering from delays is much more difficult

• $2 billion dollar investment in nearby Boston community could affect future

infrastructure projects

• Weather delays severely affected airport capacity

Causes

Weather Conditions
- 75%~ of delays are weather-related
- Strong Northeastern storm fronts limited runway use

Peculiar mix of Airplanes

- 40% of Logan’s airplane mix were small airplanes, decreasing efficiency
- Local communities used the airport for short distance flights in small airplanes
- Logan Airport had twice the amount of small aircraft than average

Overscheduling
- New trend due to high increase in total passengers
- Limited amount of connection options due to costal location.
Alternatives

Build a new runway

-$100 million cost
-faster runway for large airplanes

Implement PPP
-Spreads utilization in order to decrease delays
-Logan has experimented with PPP in the past
-future trends predict more flights and passengers

Do nothing
-Mitigate delays by diverting traffic to the regional airports, as they have high
passenger utilization growth.
Recommendations

New Runway
Recommendations

New Runway
Recommendations

PPP
- Easy to implement in the Future
- Big Impact on Regional Airlines
- New Railway system
Risks

Building new runway:

-$20 billion invested in nearby Boston community (fear of noise pollution)

-Community activists believe that Logan is trying to unfairly increase capacity
-Most small airplanes would be unable to use new runway

PPP Pricing
-Major job losses for regional airliners (can’t afford landing fees)
-High increase in fair prices
-Potentially illegal (price discrimination)
-Locals would like exemption from PPP prices

No Change
-Continued increasing delays
