UPDATES ON THE BEI

GENERAL INSTRUCTIONS
UPDATES - PRELIMINARIES
 VOTING HOURS – 6:00 a.m. to 5:00 p.m.
(voting hours for detainee voting shall be from 6:00 a.m. up to 2:00 p.m.)

 The voter is NOT allowed to bring the VOTER RECEIPT outside of the polling
place – this is an ELECTION OFFENSE

 The voter is NOT allowed to use capturing devices, including, but not limited
to, digital cameras or cellular phones for whatever purpose while INSIDE the
polling place

 The BEIs shall meet at the polling place at 5:00 a.m. on election day

 The VCM shall be opened only at 5:00 a.m. onwards on election day

 ADDITIONAL SUPPLIES

 From City/Municipal Treasurer - 12 pieces additional marking pens

 From the Election Officer - A pair of scissors

 There shall now be 20 rolls of thermal paper inside the VCM box and one (1)
thermal paper already installed the printer compartment
UPDATES – MANNER OF VOTING

The voter shall accomplish his


ballot by FULLY shading the circle
beside the name of the
candidates/ party/organization/ or
party-list of his/her choice.

After accomplishing his/her ballot ,


the voter shall feed his/her ballot
to the ballot entry slot of the VCM.

The voter shall return the ballot


secrecy folder and marking pen to
the third member.

The VCM will display the message


“Processing… Pakihintay…
kasalukuyang Pinoproseso”.

The VCM will flash some of the


names of candidates voted for.

Note that the time-out for on-screen


verification has been reduced to
one second.

After one second, the VCM will


display the message “The voting
experience timeout has
expired/Ang nakalaan na oras para
sa pagboboto ay nakalipas na”

The ballot will automatically drop


inside the ballot box.

The VCM will display the message


“Your vote has been cast/Ang iyong
boto ay naisama na”
UPDATES – MANNER OF VOTING

While printing the vote receipt, the


VCM will then display the message
“Your vote receipt is being
printed/Ang resibo ng iyong boto ay
pini-print”

The third member/support staff


shall fold the receipt in such a way
that its contents cannot be seen
and then cut the end of the receipt
using non-pointed scissors.
UPDATES – MANNER OF VOTING

 The THIRD MEMBER/SUPPORT STAFF shall stand beside the VCM without
being able to view the screen, but near enough to be able to perform the
following:

 Monitor the VCM screen to ensure that the ballot is successfully


accepted and a receipt is printed

 Replace the thermal paper every time the end-of-roll color indicator
appears

 Apply indelible ink to the nail of the voter before handing the receipt to
him/her

 The THIRD MEMBER/SUPPORT STAFF shall stand beside the VCM without
being able to view the screen, but near enough to be able to perform the
following:

 Instruct the voter to go near the Voter’s Receipt Receptacle to verify


his/her votes as appearing on the receipt and drop the receipt therein
and leave the polling place (For detainee voting, receipts shall also be dropped by
the BEI in the Voter’s Receipt Receptacle)

 In case an objection is raised by the voter on the way the VCM read
his/her ballot:

 Instruct the voter to affix his/her signature on the receipt


 Note the objection in the minutes
 Attach the receipt to the Minutes (copy for ballot box)

 The BEI shall:

 Ensure that only the voter can read the receipt and advice the voter that
bringing the receipt outside the polling place is ILLEGAL

 ADMINISTER oaths solely for purposes of filing objections on how the VCM
read the ballot. Filing of frivolous objections is an ELECTION OFFENSE.

 SEAL the Voter’s Receipt Receptacle with packaging tape

 AFFIX their names and signatures on the packaging tape

 REQUIRE the watchers present to affix their names and signatures

 PLACE the Voter’s Receipt Receptacle inside the ballot box if it can
accommodate the same
UPDATES – AFTER VOTING

 Remember that the BLACK BOX containing official ballots shall be used as the
Voter’s Receipt Receptacle

 Place the Voter’s Receipt Receptacle in an area visible to the third


member/support staff/citizen’s arm member and watchers

 Follow these procedures for REJECTED ballots:

 Instruct the voter to re-feed the ballot in four (4) different orientations
 If still rejected, distinctly mark the BACK as REJECTED
 All members of the BEI should sign the back of the ballot
 Place said ballot in the Envelope for Rejected Ballots

 Take note that NO REPLACEMENT ballot shall be issued to a voter whose ballot
was rejected EXCEPT is the rejection of the ballot is not due to the fault of the
voter
UPDATES – AFTER VOTING
 Any objection to the rejection of the ballots must be in writing, which the BEI
shall attach to and note in the Minutes

 After FTS, do NOT forget to place the receipts in the Envelope for Counted Ballots
and turnover the envelope to the Election Officer

 After Election Day, do NOT forget to deliver the ballot box and the Voter’s Receipt
Receptacle to the city/municipal treasurer, accompanied by watchers
