CBMS 2020 Project


A. Legal Bases:
• RA 11315 (Community Based Monitoring Act) – making
CBMS mandatory to all LGUs nationwide
• Philippine Statistics Authority (PSA) on June 10, 2019
granted clearance for the conduct of the CBMS by the DILG
• Executive Order No. 201913 – issued by Hon. Mayor
Amben Amante that created the Steering Committee and
the TWG for the Implementation of the Community-Based
Monitoring System (CBMS) in the City of San Pablo 
• MOA between/among the City Government of San Pablo,
the DILG, and the CBMS Network – already signed

B. Rationale of the CBMS


The CBMS is used in the preparation of local
development plans including budgeting at the local
level. Moreover, it aims to serve as Sustainable
Development Goals (SDGs) localization
instrument.

C. Major data items being collected:


 data on health and nutrition, housing, water and
sanitation, education, income and livelihood, peace
and order
 data on disaster risk reduction and management and
climate change preparedness and awareness
 effects of national and local programs
 demography and other information such as migration,
OFWs, community and political participation, training
attendance, solo parenthood, etc.

D. General features of the CBMS: 


1. The CBMS will collect data from households under
the jurisdiction of the LGUs in all regions
2. The LGUs will shoulder direct cost. All training
modules, customized processing and poverty
mapping system and mentoring to LGUs will be
provided by the CBMS Network at no cost.
3. The DILG central and regional offices and other
accredited trainers will provide technical assistance
to the LGUs

D. General features of the CBMS: 


4. The CBMS was reviewed and cleared for conduct under the
Statistical Survey Review and Clearance (SSRCS), a mechanism
being implemented by the PSA by virtue of Rule 28 of the IRR of RA
10625 (Philippine Statistical Act of 2013) to:
 ensure sound design for data collection
 minimize the burden placed upon respondents
 effect economy in statistical data collection
 eliminate unnecessary duplication of statistical data collection
efforts; and
 achieve better coordination of government statistical activities.

Section 3. Duties, Functions (CBMS) 2020

and Responsibilities

1. Spearhead the logical arrangements for the conduct of the


corresponding CBMS-related meetings and training
workshops in the City 
2. Organize members of a Project Management Team – the
local chief executive and department heads – that will oversee
the process of the implementation of the CBMS and shall
follow the timeline set forth to ensure the reliability and validity
of the data 
3. Organize the Technical Working Group led by the City
Planning and Development Office  
4. Monitor the implementation and development of the project
funded by the City Government from the approved amount of
TWELVE MILLION PESOS through the CPDO

III. The Technical (CBMS) 2020

Working Group (TWG)


1. will be trained for the various components of
CBMS work
2. will be tapped as lead trainers/resource persons
for the City’s succeeding CBMS workshops for
enumerators and data processors
3. shall act as lead CBMS monitors in the process
of implementation of CBMS
4. shall maintain and update the CBMS data
regularly at the City level

 Dec. 3, 2018 – Sangguniang Panlunsod issued Resolution No. 2018-1039 authorizing
the LCE to enter into MOA for CBMS implementation
 Sept. 6, 2019 – Orientation Meeting on CBMS – attended by City Government
department heads and CPDO staff
 Oct. 16, 2019 – Mayor Amben Amante issued Executive Order No. 201913 creating
the CBMS Steering Committee and TWG
 Sept–Nov 2019 – Planning and preparation of Budget and Timetable
 Nov–Dec 2019 – Procurement of equipment and materials
 Nov 2019–Feb 2020 – MOA signing (Mayor Amben was first to sign)

VI. Issues and Concerns


(CBMS) 2020

 Household surveys conducted by different


offices/agencies – may cause “survey fatigue” among
respondents
 No service vehicle for CPDO that can be used for
courtesy calls to barangay officials, coordination with the
barangay, deployment of enumeration teams,
monitoring, spot-checking, etc.
 Need for support of barangay officials during the
conduct of household surveys
 Slow Internet in the CPDO office that hampers quick
sending of data to CBMS portal
