INTRODUCTION
1.0 INTRODUCTION

Central area planning refers to the total body of government action to determine and coordinate directions of national economic development. The central
area planning provides a unique overview of these areas and others and responds to a number of common issues. In city planning, a central city is the largest or
most important cities of a metropolitan area, of which the other smaller cities and towns of the metropolitan area are suburbs. Central area also known as a
central business district, which is the commercial and business center of a city and the urban core of a prefecture-level city.

This development proposal report provides clarification and


explanation on several matters related to the physicality of the site and
the surrounding area as well as the rationale for development to enable
the relevant parties to make a proper assessment of the proposals
submitted. This report also describes the potential of the project and
the details of the development proposal aimed at planning the site area
developed through a layout plan to enhance the local economy with the
concept of community-based tourism

2.0 SITE BACKGROUND

2.1 STUDY AREA IN THE CONTEXT OF PERAK

Perak is one of the states in Malaysia and was the second largest states in Peninsular Malaysia
which covers the total area of 5,183,262 acres. Perak is the one of the states in the northern part in
Malaysia besides Kedah, Penang and Perlis. Perak is located near to the states of Selangor, Penang,
and Pahang. The state of Perak consists of eleven districts which is Batang Padang, Muallim, Hilir
Perak, Hulu Perak, Kampar, Kerian, Kinta, Kuala Kangsar, Larut Matang, Perak Tengah and
Selama. Ipoh city is located in the Kinta district and Kuala Kangsar is the royal city of Perak and
location of Palace of Sultan of Perak.

Cross-border issues and potentials need to be looked at so that border development coordination measures can be taken. This is important to create
positive effects on inter-state development and minimize competition and duplication. Those are function of site in the context of Negeri Perak:

KANGSAR

Kuala Kangsar is located in the state of Perak between Ipoh and Taiping in the north of the Peninsular Malaysia. Kuala Kangsar is the Perak royal town
besides Muar, Alor Setar, Kota Bharu, Seremban, Arau, Kuala Terengganu, and Klang. The district of land area is 50641.57 acres that consists of nine Mukim
namely as Mukim Sungai Siput, Mukim Kota Lama Kanan, Mukim Kota Lama Kiri, Mukim Pulau Kamiri, Mukim Chegar Galah, Mukim Senggang, and
Mukim Lubok Merbau. Kuala Kangsar is a historical town as there are many historical relics and histrorical places that can be visted especially in Mukim
Kota Lama Kiri, and Mukim Kota Lama Kanan. The study area is in Central Business District (CBD) of Kuala Kangsar which is under the Mukim Kota
Lama Kiri which covers total area of 150.50 acres. This CBD in Kuala Kangsar are under the administration of Maklis Perbandaran Kuala Kangsar.

The Circulation Plan is a plan for pedestrian, bicycle and vehicular


movement. An effective circulation system will be essential in maintaining and
enhancing the overall health, safety, accessibility, and quality-of-life. The
circulation plan also use by planners and other officials such as county planning
officials to manage and monitor traffic and pedestrian patterns in such a way
that they might discover how to make future improvements to the system.
The traffic circulation in CBD Kuala Kangsar after proposed a new

Pedestrian analysis showed the pedestrian walkways were

people to safely and comfortable destinations. Other than that, this will
help to overcome the traffic congestion problems that occur as the
result of the higher number of vehicles in the town center. This
pedestrian facilities analysis helps to observe pedestrian characteristics
and reliability of the pedestrian walkways in serving for users.

on the five-foot way. This is because in the existing development, the
shop lots seller put their products on the five-foot way.
For crosswalk analysis, in the study area, there are 12
crosswalks throughout the CBD Kuala Kangsar. Crosswalk provided
to make it easier for pedestrian to cross the road. The pedestrian will

II. 3D ART MUSEUM

3D Art Museum in Kuala Kangsar is a proposal that applies an


adaptive reuse approach from the old MPKK office building. 3D Art
Museum is a new tourism product showcasing 3D paintings and
perspectives and illusions. Travelers who come to 3D Art Museum will
experience 3D drawing with the work of local people. At the same time, this
Art Museum also displays paintings that translate the image and identity of
MPKK
Kuala Kangsar, the royal city. Visitors can experience the era of antiquity by
providing wax sculptures of national figures in 3D perspectives. Tourists can

In conclusion, it can be formulated in each proposal that the development components


provide positive value in generating income and economic rotation of the KK population. All
the suggestions formed are expected to provide returns and form an active urban space with
economic and social activities as well as increase tourist arrivals to Kuala Kangsar. These
proposals put forward can also to some extent bring about changes to the local social and
economic aspects. The proposals put forward will also not achieve success in the absence of
involvement from the government, non-governmental organizations and locals. Cooperation
and support from all parties is the most important thing in providing development and forming
interaction between the community and the economy in this development proposal

The state government must be prepared to clearly articulate the benefits of the regions
in Kuala Kangsar. For instance, different of attractions will engage to the relatively affluent,
younger, tourists and families. The local community also needs to be educated on cultural and
historical resources and the up-keeping of the historical site. Identification of potential area as
historical and cultural heritage can promote awareness and appreciation hence help to increase
the chances of its preservation and enhance the community pride and formed sense of place
and identity.
