Volume III, Mobile Facilities, is intended to
be carried aboard rescue units, aircraft and vessels to help with performance of a search, rescue or on-scene co-ordinator function, and with aspects of SAR that pertain to their own emergencies. Obligation and Responsibilities The master of the ship is oblige to help a vessel in distress The master must inform other vessels in the vicinity The master must alert the coastal station The master must notify the Search and Rescue Services The master must treat the distress person equally Vessel cannot render assistance to a distress message The master must inform the search and recue services about the distress message and also to all ships in the vicinity. If the ship receiving the distress alert is unable or, in the special circumstances of the case, considers it unreasonable or unnecessary to proceed to their assistance, the master must enter in the log-book the reason for failing to proceed to the assistance of the persons in distress, taking into account the recommendation of the Organization, to inform the appropriate search and rescue service accordingly.
