LEARNING AND

DEVELOPMENT
(L&D)
COORDINATION
The Provincial Human Resource Management Office(PHRMO) thru the
Learning and Career Development Division shall ensure proper coordination
of Learning and Development(L&D) Programs/ Activities with concerned
offices and department heads.
1. There shall be a Provincial Development Management Board
to serve as the policy-formulation and recommending body,
with clear functions and responsibilities, in all PGAS L&D
Programs and Activities;
2. The PHRMO through its Learning and Career Development
Division(LCDD) shall serve as secretariat to the PTDMB to
communicate with concerned offices with regard to the
implementation of learning and capacity development
programs/interventions conducted within and/or outside
PGAS.
3. Administrative Officers or designates in every offices/services shall
actively coordinate with the PHRMO matters pertaining to learning and staff
development initiatives. They shall be responsible for the initial
identification of participants LCD programs.
IMPLEMENTATION OF
LEARNING AND DEVELOPMENT
(L&D) PROGRAMS
• The Provincial Administrator (PA) ensures that the PGAS Learning and
Development Management (L&DM) System and the PGAS HRMD Plan
are implemented at all levels in the organization.
• The Provincial Human Resource Management Office (PHRMO) through
the Learning and Career Development Division implements the Learning
and Capacity Development and Management System of PGAS.
• The Learning and Career Development Division(LCDD) is also directly
responsible for the implementation of the PGAS HRMD Plan.
SELECTION OF EXTERNAL
L&D SERVICE PROVIDERS
The PGAS may engage the services of external L&D service
providers if the expertise needed for a particular L&D is not
internally available.

The following shall be observed in outsourcing L&D Service


Providers:
The L&D Service Providers shall:
1. Submit to the Provincial Human Resource Management Office(HRMO)
through the Learning and Career Development Division for review and
recommendation the following engagement documents:
 Letter of Intent to Apply or Bid
 Profile of the Learning Service Provider
 Proposed Course Outline prior to the conduct of the L&D program for BAC process
or PHRMO Review
 Other necessary documents as may be required for procurement purposes.
2. Be covered with a Contract of Service duly approve by the
Local Chief Executive(LCE).
3. Comply with all the terms and conditions stipulated in the
Contract of Service of the Program.
4. Have the experience and mastery in the subject matter and
effectively transfer the knowledge and expertise.
5. Be evaluated on how effective the L&D program/activity was
delivered. The result of the evaluations shall be given to the
provider.
6. Be included in the list of accredited Learning & Development
Service Provider for three(3) years from the date of approval.
7. Be paid (Professional Fee) in accordance with the prevailing
rate:
 For Government Employees
• The honorarium shall be based on the prescribed existing DBM and
CSC rules and guidelines.
 For Freelance Resource Persons/ Facilitators(Possesses highly
specialized KSAs of the subject matter)
• The professional fee(PF) shall be based on the Contract of Service with
a maximum PF of Php 15,000 per day.
 For Learning and Development(L&D) Service Providers with
Accredited L&D Institution
• This shall be covered by Contract of Service and the Learning Service
Fee shall be based on the Contact of Service.
CONDUCT OF IN-HOUSE LEARNING
AND DEVELOPMENT (L&D) PROGRAMS
• All In-House L&D programs shall be conducted in PGAS.
• If it is necessary to conduct the intervention outside PGAS(e.g educational
tour or benchmarking or actual visitation, field exposure to other venues,
development workshops and strategic planning-except for PGAS initiated
organizational strategic planning), a Letter of Justification shall be made
by the concerned department duly approved by the Local Executive(LCE).
REVIEW OF TRAINING OR ACTIVITY AND
PROCESS DESIGN(TRAINING PLAN) BY
PHRMO
• It is understood that all L&D programs conducted by
departments inside and outside(as program required) of PGAS
shall prepare Training/Activity Design and Process or
collectively known as Training Plan.
These designs shall be coursed through the
PHRMO for:
1. Review on the learning requirements of the program;
2. Monitoring and Evaluation (M&E) of Capacity Development programs.

AND DEVELOPMENT(L&D) PROGRAMS
Attendance to L&D programs both In-House and External/Invitational is granted
to all levels of PGAS employees including Department Heads, Division Heads,
Rank & File employees znd Contract of Service(COS) personnel where attendance
to L&D progra,/activity or related activities is allowed in their contracts.
It shall be in accordance with the approved Human Resource Management and
Development(HRMD) Plan emanating form the Department L&D Plans and
Individual Development Plans(IDP).
FOR IN-HOUSE L&D PROGRAMS
Selections of participants for the In-House L&D programs shall be-
 Based on the HRMD Plan of the department or Learning and Growth of the Department
SM-BSC.
 Based or related to the actual functions, duties and responsibilities of an employee.
• The confirmation of attendance through Participants Nomination Form
shall be reviewed and validated by Administrative Officer duly approved
by Department Head.
• All in-house L&D programs shall be held at the Provincial Learning
Center (PLC). However, in cases where the PLC is fully booked or unable
to accommodate the L&D programs. It may be conducted in other venues
provided a waiver is secured from the PLC.
FOR INVITATIONAL/EXTERNAL L&D
 Invitational/External invitations for L&D programs are those invitations coming from
PROGRAMS/ACTIVITIES
external L&D providers such as line agencies, external funding partners and
stakeholders, and private institutions that extends/offers/sponsors learning and
capacity development programs.
• All invitational L&D programs/activities such as trainings, seminaes, workshops,
conferences, symposia and engagements shall be immediately indorsed to the PHRMO
through the LCDD at least three(3) days before the conduct of the L&D program/activity
for evaluation and appropriate action with the following pre-training
requirements/attachments:
1. Indorsement from the Concern Office;
2. Letter of Invitation;
3. Indicative Program Schedule(If Availbale);
4. Filed-out LCDM/LDM Request Form;
5. Travel Order;
6. REAP Echo-Session Form(if REAP is echo session);
7. Participant Nomination Form;
8. Past-travel Report/Documentation Report/REAP Outputs of the previous L&D Program/s attended;
9. Recommended by the PHRMO or the PTDMB whe n necessary.
• However, similar L& D programs/activities extended/sponsored/provided
by partner agencies(line agencies,funding institutions etc.) which is a
component of a capacity development program geared towards either the
completion of a project, formulation/enhancement of government systems,
policies, processes and/or tools, program/plan formulation,
The following pre-training requirements shall be submitted:
1. Indorsemebt from Concern Office;
2. Letter of Invitation;
3. Indicative Program schedule if Available;
4. Filled-out Participant Nomination Form;
5. Recommended by the PHRMO or the PTDMB when necessery.
Criteria for participants for Invitational/
External L&D programs shall be:
1. Based on individual Development Plans and/or functionally-related;
2. Be granted to qualified officials and employees in accordance to the
criteria/guidelines set by the L&D provider;
3. Comply with the requirements stated in the Learning Development and
Management(LDM) Guidelines and Policies of PGAS;
4. Pass through to the Provincial Training Development and Management
Board(PTDMB) of PGAS when required.
Before the issuance of the Travel Order by the concerned department,
the AO shall ensure that nominated-participant/s must meet the
following conditions, as follows:

1. Submission of completed Post Travel Report/Documentation Report of


the previous travel duly noted by Department Head;
2. Properly filled-out LCDM/LDM Request Form
3. No office services will be hampered during their absence
4. Funds are available in their offive
5. That recommended participants are not due to retire or resign from the
service.
• If all conditions are met, the concerned department shall officially indorse their
nominated participant/s to the PHRMO for evaluation and endorsement to the
Provincial Governor for approval of the request and the reired Travel Order.
• The particpants shall only be allowed to travel after the approval of the request
and the required Travel Order by the Provincial Governor.
• If diapproved, the official or employee who caused the delay will be made
accountable for said infraction, and may be made to pay for the travelling
expenses of the nominated participant/s.
INVITATIONS AND ATTENDANCE TO
ANY RELIGIOUS ACTIVITIES
Employees are allowed to attend religious speaking engagements or
activities on the following conditions:
1. Indorsement of participants from Moral Recovery and Values Formation
Services(MRVFS) regardless of religious affiliation to PHRMO for appropriate
action
2. On Official Time Only
3. Maximum of five(5) days in a year
4. Subject for approval of Local Chief Executive
NON-ATTENDANCE

• The participant shall inform the PHRMO in writing duly noted by the
Office Administrative Officer(AO) three(3) days before the scheduled
training for appropriate action.
• Failure to comply with the requirement within the prescribes due to
unavoidable circumstance/s, the same shall be compiled upon return to
station.
• If written explaination is not valid or if there is no explaination in writing,
it shall be a ground for disqualification ro future L&D programs/activities.
