I request copy of any record generated by my call to 911 on Sept 23, 2104.
Request copy of any and all record(s) in any form it may take. Generated by
city of Syracuse Police Department and Police Dispatch.

Originated from the 911 call Sept 23, 2014 from inside the Federal Building.
Request copy of any record existing as result of this call. Including phone log,
memos or other documentation existing regarding Syracuse Police Dispatch
pursuant to my call to 911.

Call to 911 Emergency made as courthouse Security in the Federal Courthouse

refused to call their Supervisor. So I could report the incident of CSO physical
harassment and excessive force.

ARMOND SCIPIONE US ATTORNEY'S OFFICE

AND JEFF BERWALD HOMELAND SECURITY

Armond Scipione is involved as he was present at some point. During and/ or

after the incident took place. Behind me. I saw him [after] the incident when i
turned around to depart. He was sitting in chair behind me next to the elevators.
I was surprised to see him. Recalling his warning to me the day before and then
hanging up it was apparent CSOs were on notice for me.

Aware Armond's close relationship with William Fitzpatrick (DA). His former
boss, I asked: "When did you see William Fitzpatrick Last?

His Response: 'I had dinner with him last night".

I left for Upstairs SS office and then US District court clerk's office to print
Document 22. Then see CSOs to ask (again) for their Supervisor to report the
incident and secure videotapes as evidence. They refused. Said supervisor
is not in building. He is in Albany office. That no CSO office in this building.

Homeland Security Jeff Berwald appears and takes a few notes. All the time I
request he or CSOS contact CSO's supervisor by phone. No one would call. In
frustration I called 911 to report Incident. Have officer come to Federal building
to take report of an assault by courthouse Screening officer.

Jeff Berwald HSO and CSOs all aware i am talking to 911 and telling 911 dispatch
what occurred. No One said STOP they have no jurisdiction. The criminality and
effort to prevent my filing incident report is obvious.

THIS IS FEDERAL EMPLOYEES. THEY KNEW SYRACUSE CITY POLICE AND

NO STATE POLICE HAVE JURISDICTION INSIDE THE FEDERAL BUILDING

Jeff Berwald HSO tells me CSO's have No office. To wait said lets go outside to
wait for the police. Federal Building Security tapes inside and Outside will verify
my account. We went outside across area to wait for Syracuse City Police. So i
can file report of Incident.

I continue to discuss the incident and assert the right to file incident report to
supervisor of CSO's. After a while Jeff Berwald tells me "Syracuse Police may
take a very long time" before arriving. He must go back inside.

I wait then call 911 Dispatch back - Tell dispatch i am leaving the Federal
courthouse Building and not to send the officer. I will file incident report
tomorrow. Dispatch agrees i can file report at Syracuse Police Dept.

SEE attached: Request to Inspect Court Records. To Judge David Gideon. Hand
Delivered on Sept 1. 2014. Still No response. Town of Dewitt Clerk Espioto new
clerk sent a letter stating it as a FOIL. Even as I made request citing pursuant to
Judiciary Law Section 255 and UJCA Section 2019-a.

I do not believe access to archived Court Records are converted to FOIL. But
have since received response after several call as directed by court clerk to
contact Village clerk as keeper of these records - - that the Request is being
reviewed by counsel and Judge Gideon.

FACTS RELEVANT TO INCIDENT IN FEDERAL COURTHOUSE SEPT 23, 2014

I talked to Armond Scipione US Attorney's office the day before. I called him
directly by accident. I intended to call US Attorney's office to ask about FOIL
process and officer. I asked Armond Scipione where do I File FOIL REQUEST?
I need a copy of my 2005 complaint to FBI. Which I hand delivered. Complaint
accepted by SA Alverez at screening checkpoint . As she agreed pursuant to
our conversation.

He said: "you cannot contact the US Attorney's office". Remember the letter.
I said Armond that is crazy. I don't recall but regardless this is FOIL request.
He then hung Up.

Courthouse Security were hostile. Repeatedly asked where i was going. Each
time I said, to the Social Security Office.

EACH TIME CSO [I DID NOT GET HIS NAME] EACH TIME HE RESPONDED IN
HARSH, WARNING TONE: YOUR NOT GOING TO THE US ATTORNEY'S OFFICE?

I SAID NO - MY FOCUS WAS ON S.S. OFFFICE WHO I CALLED MORE THAN 33

TIMES AND NOT ONCE RETURNED MY CALL. MY PHONE LOG WILL VERIFY.
SO I SENT A CERTIFIED MAIL =>STILL NO CALL.

COMPLAINT to FBI HAND DELIVERED March 2005 re: Malicious Prosecution,

SERIES of False arrests, Malfeasance: Town of Dewitt judges: Judge Jack
Schultz and Judge David Gideon. Both judges repeatedly violated my Sixth
Amendment and Fundamental Due Process.

For the record: Call to Armond Scipione for information where to FILE FOIL to FBI
IS RELEVANT TO REQUEST TO INSPECT 2002-2003 RECORDS. Filed Town of
Dewitt on Sept 1, 2014 (attached).

 Officer Burlingame Town of Dewitt May be the CSO Burlingame later employed in
Federal Courthouse. Who I encountered many times in 2005 and Thereafter. Then
employed as Sgt. Burlingame in Camillas Police Department to present.

SEPT 1, 2014 REQUEST TO INSPECT COURT RECORDS TO JUDGE DAVID GIDEON

CRIMINAL CHARGES TERMINATED IN FAVOR OF THE ACCUSED (CPL 16O.5O)
RE: 2002 FALSE ARRESTS IN PRETEXT STOPS BY OFFICER BURLINGAME
AND OFFICER HATHAWAY (TOWN OF DEWITT)

In (2004-2006) a CSO last name Burlingame worked screening inside the Federal
Courthouse - - I do not know if he is the same. But is likely the same previously
employed in Dewitt as Officer Burlingame.

Court Records and all blatant Failures confirm series of False arrests maliciously
prosecuted by Onondaga County District Attorney. Cases originating from Town
of Clay charges still pending. During which Dewitt Police arrested me 3 times.

*AUO 511 charges in Dewitt originated from arrest in town of Clay.
