Denmark’s commitment
 Under the Kyoto Protocol and the internal EU
burden sharing agreement, Denmark has
committed itself to reduce its emissions of
greenhouse gasses with 21 % in 2008 - 12.
 This corresponds to 8 – 13 Mt per year in 2008 -
2012.
 Denmark is facing a considerable challenge
Denmark’s climate change strategy - 2003
 Only domestic measures : Cost 490 to 615 mio.
EURO.
 Cost-effective measures in Denmark under a
given benchmark and flexible mechanisms : Cost
125 to 240 mio. EURO.
 Use of flexible mechanisms primarily a task for
the private sector under the EU ETS.
 Government will help get the market up and
running through early investments.
Denmark’s Purchase Programmes
 Ministry of Foreign Affairs:
– Funds available: 80 mill EURO from 2004-09
– CDM from developing countries.
 Ministry of the Environment:
– Funds available: 100 mill EURO from 2003-09
– JI and CDM from Eastern Europe and Central
Asia.

CDM projects
Five projects fully implemented generating
emission reductions
 Biomass Energy in 5 cities in Romania
 Geothermal Energy in Oradea and Beius in
Romania
 Agropolychim N2O-reduction Project in Bulgaria
 Lovochemie N2O-reduction Project in the Czech
Republic
 Zakopane Methane Utilisation Project in Poland
The CDM programme administered by
the Danish Ministry of Foreign Affairs

The programme focuses on five countries for the


direct purchase of CERs: Thailand, Malaysia,
Indonesia, China, South Africa
Contracted projects:
 3 projects in Thailand (1,400,000 CERs)
 1 project in Malaysia (200,000 CERs)
 1 project in South Africa (450,000 CERs)
 1 project in Egypt (600,000 CERs)
 Around 20 projects in the pipeline

Future strategy:

 Assist Danish companies in their purchase of CO2


credits.
 Strengthen the Danish commitment to promote
the transfer of cleaner technologies to LDC.
 Stimulate a more equal geographical distribution
of CDM project activities.

Denmark supports capacity building in a number of JI-countries:

 Russia: Regional pilot inventories, criteria for approval of


JI projects, legal advice
 Romania: National Climate Strategy and Action Plan,
National Climate Change Registry
 Bulgaria: Implementation of EU ETS, National Climate
Change Registry, draft legislation for track 1 compliance
 Ukraine: Support for track 1 compliance
