Scope: OISD-225 is applicable for Petroleum Retail Outlets. It


does not cover CNG / Auto LPG dispensing facilities which are
covered under OISD-179 & OISD-210 respectively.

Applicable Statutory Requirements :

1.Petroleum Rules, 2002 (Amended 2012)


2.Other applicable Statutory Bodies & Local Authorities.

All facilities provided should be in accordance with the


license & approved PESO drawing.

Safety Equipments :

1.Dispensing Unit: 2 x 9/10 kg DCP FEs for each DU.


2.Electrical Meter Room: 1 x 4.5 kg CO2 FE for each Electrical Meter Room.
3.Sand Buckets with dry sand: Minimum 4 nos.
4.Insulated pliers, Non-sparking tools, Flame-proof torch.
5.First Aid Kit.
6.Shock Treatment Chart written in bilingual & local language.

DCP FE Checking :

•DCP FEs to be checked quarterly for weight of CO2 cartridge,


•Performance testing every year and
•Hydro testing for every 3 years.

Earthing System: To be designed as per IS-3043 covering Canopy structure,


Dispensing unit, Dispensing hose, UG tanks, Pipelines, Electrical equipments,
Electrical panels, Transformer & DG sets.

Earthing Resistance: To be checked once in a year and records to be maintained.

Emergency Stop -Emergency Shut Down (ESD) System: 2 Nos of ESD Points to be
provided to cut off power supply to all DUs.

Illumination System : Minimum illumination levels (LUX) at various areas are as


under:

1.Approach Area – 50 Lux


2.Under the canopy – 150 Lux
3.Customer care room / electrical room – 100 Lux

Safety Inspections / Audit / Work Permit:

 Safety Inspection – Daily by operating personnel.

 Safety Audit - Once in six months by company authorized person / agency.

 Electrical Audit - Once in a year by company authorized person / agency.

Work Permit - To be given for carrying out any hot work / tank removal or de-
commissioning / electrical works / maintenance jobs etc.

 Clause no. 7.0 Operating Procedures:

iii. Operation of Dispensing Fuel to Motor Vehicles shall be suspended during the
period of unloading of fuel from TT to storage tank.

v. MS / HSD shall not be filled in the fuel tank of motor vehicle while engine is
running.
vi. Operating procedure for unloading of TT to be displayed at the decantation
area.
vii. Does and Don’ts shall be prominently displayed.

Clause no. 5.3 (xi): Fill points shall be so located that the TT under
decantation is in drive out position.

Clause no. 5.3 (iii): Fill points shall maintain a minimum safety distance of
3mts all around.

Clause no. 5.4 (vi): Pipe lines shall be earthed and to maintain electrical
continuity jumpers to be provided at flange joints to
ensure dissipation of static charge developed due to
product flow in PL.

Clause no. 5.6 (viii): Installation of any electronic peripheral device shall be
done at 1.2M above base level of DU.

Clause no. 5.9 (iv): Canopy structure shall be properly earthed as per
IS:3043

Clause no. 6.3 (iv): All Electrical Equipments shall be as per IS: 5572 in line
with Hazardous area classification (refer OISD 113).

Clause no. 5.1 (viii): Items to be marketed from Convenience Store in RO


area to be decided keeping in view of hazards
associated.

Clause no. 5.6 (vi): Breakaway coupling shall be installed in dispensing


hose / nozzle.

Clause no. 5.6 (vii): Dispensing hose shall be electrically & mechanically
continuous and earthed. Necessary provision shall be
available in DU to earth the receptacles other than fuel
tank of vehicles while dispensing.

Clause No.6.4 (earthing system): Two nos. earth pits shall be


provided for each of transformer / DG Set (neutral / equipment
earthing).

All earth pits except DG / transformer neutral, instrumentation


earthing (automation related) shall be connected thru grid.

In lightning prone areas, lightning protection facilities shall be


provided based on RA study.

Clause no.6.5 (Emergency stop-Emergency Shut Down –ESD- System):


To be provided to cut off power supply to all pumps/DUs.

Clause No.11.0 (Emergency Plan and Procedure):


 Each RO to be provided with minimum 2 points for Emergency
shutdown- ESD.

 Operation Emergency Plan to be drawn with roles & responsibilities


and concerned are aware of it.

 First Aid Kit & Shock Treatment Chart to be provided / displayed.

 To maintain close liaison with Fire Brigade / Police / District


Administration.

Mock Emergency Drill to be conducted once in a year.

Clause no. 12.0 (Training): Safety Training to be imparted annually


and records maintained.

As per Communication R.4(2)90 dtd.14/05/2010 from PESO, dip


hatches/fill pipes of UG tank and on TT compartments must be kept
closed during decantation. Venting of vapour should be through
proper vent pipe which is in accordance with provisions of safe
design.

Critical observation observed by PESO and circulated to Oil
Company of series for incident at Retail Outlet. :

 Use of plastic hose pipes for unloading purposes.


 Use of hose pipe fitted with metallic pipe (bent pipe) at the disc end.
 Use of hose pipes not conforming to OISD 135.
 No proper tightening of hose connections using screwed/cam lock couplings.
 Collection of leaked petroleum through hose pipe connection at the tanker
discharge faucet end in the plastic bucket kept on the ground below.
 Non provision of electrical earthing /bonding by means of flexible cable
between tanker chasis and earth boss/fill pipe.
 Lack of proper training to the retail outlet staff regarding hazards associated
with the petroleum road tanker decantation operation in the retail outlets.
Recommendations advised by PESO and circulated to Oil
Company of series for incident at Retail Outlet. :

 Ensure that transfer of petroleum takes place only through electrically


continuous sound hose having oil tight couplings at both ends.
 Couplings of the hose at the discharge ends of the tank trucks as well as at
the fill pipe end of the underground tank shall not leaky.
 Unloading operation should not commence without ensuring earthing of the
tanker body to a proper earthing point. For this purpose , a proper earthing
points shall be provided near filling points.
 Before commencing unloading operations tanker should be parked in the
retail outlet in such a manner that it can be taken out of the retail outlet
immediately in case of emergency.
 Dip pipe of the underground tank shall not be kept open during unloading
operations.
 The dealer , supervisors and pump attendant shall be trained in all respect of
safety in RO including the provisions of petroleum rules in chapter iv on
electric installation, rules 117 to 119,122,125 and conditions 6 to
12,15,16,18to21 of license form XIV for the RO’s under the said rules.
Recommendations advised by PESO and circulated to Oil
Company of series for incident at Retail Outlet. :

 Before starting unloading of petroleum , it must be ensured that at least a


safe distance of 3 M kept clear of any kind of movement of other vehicles
that come for fuelling and that there is no source of any spark in the area. In
case of retail outlets that are in congested areas operations of fuelling
automobiles in the retail outlet may be discontinued.
 Detailed SOP,s of loading/unloading may be prepared and displayed
prominently in terminals and in the RO’s at appropriate locations.
 Surveillance mechanism may be introduced for verification of safe practices
in the terminal and the retail outlets so as to ensure that the safe operating
procedures in respect of loading/unloading operations are implemented
strictly..
