What is a Gender Issue?
Gender Issue Defined
 refers to problems and concerns that arise
from the unequal status of women and men,
including the differential characteristics, roles
and expectations attributed by society to
women and men
 Identified through a review of flagship or
regular programs, conduct of gender analysis
of SDD or relevant information or may be
emerging
Steps to Gender Analysis
1. Surface the differential situation of men
and women
2. Identify the differential roles and
responsibilities of men and women
3. Analyze the differential access to
resources of men and women
4. Analyze the differential impact of
programs or project interventions to men
and women
Types of Gender Issues
Client-Focused Gender Issue
 refers to concerns arising from the unequal
status of women and men stakeholders of a
particular agency or LGU including the
extent of their disparity over benefits from
and contribution to a policy/program
and/or project of the agency or LGU
Types of Gender Issues
Organization-Focused Gender Issue
 Points to the gap/s in the capacity of an
organization to integrate a gender
dimension in its programs, systems or
structure
Points to Consider
 Women’s issues are not automatically gender
issues; some may also pertain to men
Gender issues that are already addressed may
recur especially if elements that were once in
place changes or becomes obsolete
Gender issues may take a long time to be
addressed, hence it may be repeated in the
GAD Plans and Budgets of agencies and LGUs
