MLB Scenario: Inter Frequency & same coverage;

MLB Relation: L1800  L2100 & L2100  L1800;
MLB Trigger: Serving cell RRC Connected user is more than
“InterFreqIdleMlbUeNumThd + MlbUeNumOffset” & Co-sector inter frequency cell has
less user than serving cell (M-N)/M > UeNumDiffThd

Gap Analysis based on Co-sector L2100 and L1800 Load:

1. High Traffic Area (like BKA, BKB, BKC): less than 10%;
2. Low Traffic Area (like NEA): gap more than 30%.

• L2100 to L900: didn’t enable handover during the roll out;

• L900 to L2100 Handover by priority: trigger when L900 RSRP is higher than
-100dBm, change to -90dBm, and only enable L900 to L2100 priority handover
when co-located.

Traffic DL Throughput Comparison LTE Load Balance

OSS Average DL Throughput is maintain, mainly is due to the overall traffic is low in this area.
DL Throughput vs Average RRC Connected User LTE Load Balance

Less samples

Less samples

* Reference from whole network busy hour

• With same number of user, L1800 throughput is a bit higher than L2100;
• When RRC Connected user more than 60, the average DL Throughput is less than
10mbps.
Summary LTE Load Balance

• Due to L900 and L1800/L2100 have different coverage, cannot enable MLB between
L1900 and L1800/L2100;
• Between L1800 and L2100: Load balance can be achieved by MLB parameter
optimization, current threshold is applicable for High Load Area, for Low Load Area,
can implement low threshold for balancing.
