Political Landscape of the Country

 Objectives:
● To identify the barriers or obstacles that denable youth to participate in the
political life and political processes.
● To engage them in political activity and lead positive change in their
communities.
● To inculcate in their minds that youth participation matters and they can
contribute to practical solutions that advance development.
● To build young people’s skills, knowledge and confidence while helping them
more effectively express their voices, build relationships with political leaders.
● To connect, express their voices, and campaign for changefor sustainable
development and a better future for current and new generations. 
● To let them know that their meaningful participation in decision-making
processes has impact over how their lives and futures are shaped.
 42% of Filipinos are under 18 years old and poised to
become influential participants in Philippines’ democracy.
However, youths’ enthusiasm is frequently met with
barriers, as young people are marginalized from political
processes, and largely excluded from elected cabinets,
parliaments, and public affairs..

Election-related violence

Young people are often involved as perpetrators or victims of the violence. That is
because they are often used as foot soldiers by politicians and armed groups that
want to disrupt polling. As long as youth are vulnerable for political and military
exploitation they will be hindered from fully participating in electoral processes.

ARE YOUNG PEOPLE TOO IMMATURE TO BE
INCLUDED IN DECISION-MAKING?

There are arguments both countering and supporting the idea that young people
lack the maturity, experience and knowledge necessary for making informed
decisions. Many people who are older than the minimum age to vote in their
countries could be said to lack these qualities; many who are over the
minimum voting age are heavily influenced by others.
DO YOUNG PEOPLE HAVE PROPENSITY FOR
VIOLENCE AND EXTREMISM?

Young people can be powerful challengers of the status quo; this is a time-
honored dimension of their change agency. There are, however, young men,
and increasingly young women, involved in violence and extremist groups
and this has given rise to a picture of youth generally as a threat to global
security and stability. However, the majority of young men and women who
mount challenges to the status quo do so through peaceful protest, social
critique, cultural expression, and online mobilization and organization.
MEANINGFUL YOUTH PARTICIPATION
Participation in formal political and electoral processes and structures
includes:

• Voting
• Being a member of a political party (and joining youth wings)
• Standing as a candidate at an election for a political position
• Being part of election administration, such as a polling official
• Observing elections
MEANINGFUL YOUTH PARTICIPATION
Youth are more inclined to participate in informal processes than in
formal political and electoral ones. Activism, protests, and
campaigns are common avenues; youth are often driving forces
behind reform movements. In the current world and throughout
history, there are many examples of powerful youth-led protest
movements. Youth also tend to get involved in civic, service-
oriented activities, such as volunteering for a social cause. Many
young people are more inclined to join a tree-planting project, for
example, than to join a political party talking about planting trees in
the future.
STRUCTURES THAT ENABLE YOUTH TO
PROVIDE INPUTS AND INFLUENCE POLICY-
MAKING PROCESSES
• national youth councils
• youth parliaments (local, national, regional, international)
• local processes that feed into policy-making processes (e.g. youth mayors)
• forums (local, national, regional, international)
• peace processes (in post-conflict contexts) participatory or structured
social dialogues and youth observatories
•  participatory planning (e.g. budgeting and budget advocacy), monitoring
(e.g. social audits, community score cards, and other citizens’ oversight
mechanisms) and research
•  youth consultations and panels 
• youth juries, mock trials
• opinion polls, online surveys/consultations, and petitions
• civil society organizations.
