 Area: 3.3 million Sq. Kms.

 Population: 1.027 billion (2001 Census)

 GDP: 1100 US $ billion.

 Per capta income: 1220 US $


Present Scenario of Transport Sector

 Total Road Length: 3.38 million kms.


 Railways: Track Kms- 108706
 Ports: 12 Major and 195 Minor Ports.
 Airports: 5 International, 87 Domestic
 Inland Waterways: National Waterways
2716 kms. Total Navigable length 14,544
kms of Major rivers and 485 kms of
canals.
Managerial Responsibility
 ROADS : MoRTH, NHAI, State PWDs,
Panchayati Raj/ Rural Engineering
Departments, Municipalities and UDAs.
 RAILWAYS: Ministry of Railways.
 PORTS: Ministry of Surface Transport.
 AIRPORTS: Ministry of Civil Aviation, Airport
Authority of India.
 WATERWAYS: Ministry of Water Resources,
State PWDs.
System Development Policies and
Responsibility.
 Each Sub Sector of transport has its own
developmental policy, targets and
approaches.
 Each Ministry or Organization responsible,
will prepare action plans at different levels
under the overall policy and approval of
Planning Commission.
 Co-ordination and establishment of
compatibility is the responsibility of the
Planning Commission.
Transport Demand Handled by Sub Sectors.
 Road Transport:
o Passenger Movement : 3000 bpk.
o Goods Movement: 800 btk
 Rail Transport:
o Passenger Movement: 4833 millon
o Freight Movement: 473.5 million tonnes.
 Ports
o Freight Handled- 276 million tonnes (Major Ports).
o Freight Handled: 36 million tonnes (Minor Ports)

 Airports:
o Passengers: 11,235 million seat kms.
o Freight : 1138 Tonne kms
Growth Trends in GDP and Traffic in
the Past 5 Decades in %.

 GDP: 3.91 to 5.78

 Passenger Traffic: 4.25 to 7.94.*

 Freight Traffic: 4.07 to 9.30 *

* Pertains to only roads and railways.

Indicators
 Each of the Sub Sectors established and
maintained performance indicators suitable
to it.
 There is no uniformity in the indicators
(parameters).
 No Centralized agency to maintain the
indicator data of all the Sub Systems for use
by different organizations.
Performance Indicators in Road Transport
 For Highways, Urban Roads, Project Roads and
Rural Roads the information collected and
maintained include :
- Total Length in kms.
- Length of Surfaced and Unsurfaced Roads.
- Length of Surfaced Roads by its category such as WBM,
BT, CC etc.
 Above information is collected and maintained
State wise (including Union Territories), by
organization wise such as MoRTH, State PWDs,
Municipalities, UDAs, Project Roads by
organization etc.
 Road accident statistics including fatality and
injuries.
Performance Indicators in Railways

 Total Track Kms.


 Route Kms by type of traction.
 Traffic in terms of Passenger Kms and
Tonne Kms.
 Wagon and track utilization operating
ratios.
 Ratio of net revenue to capital – at-charge
and investment from capital fund.
 Statistics on safety.
Airways
 Available tonne –kms.

 Revenue tonne kms.

 Overall load factor.

 Available seat kms.

 Revenue passenger kms.

 Passenger load factor.


Performance Indicators in Ports

 Average turnaround time.

 Pre - berth waiting time.

 Total tonnage handled: Inbound and


Outbound.
Summary of the Present System
 In addition to normal accountancy indices of
expenditure and revenue, each sub sector has
identified basic indicators on both physical entities
and performance parameters.
 The parameters defer in sub sectors based on the
type of operations involved.
 The indicators are assessed in isolation with no
coordination or impact of other sub systems.
 Key indicators applicable for Planning are not
being maintained.
 Indicators that reflect impact of transport on the
society are not being brought out.
