Planning Fundamentals
 Project Planning: deciding and
specifying what to do
 Project Control: Making sure it is
done right

Le Thi Kim Oanh Project Planning 3

Planning Fundamentals
1. Before project work actually begins, a plan
is prepared specifying the project
requirement, work tasks, responsibilities,
schedules and budgets
2. During the execution phase, the plan is
compared to actual project performance,
time and cost
3. Corrective actions are taken and the
requirements, schedules, and budget
updated

1. Planning steps
What has to be done, how it has to be
done, by whom, in what order, for how
much and by when
 The planning process

2. The Project Master Plan (1)
 Preparation of a formal, written master plan:
Functional areas of the organization assigned
to the project should be involve in planning
process.
 Contents of master plans vary depending on
the size, complexity and nature of the project
 Typically, the plan has three major sections:

Learning from Past Projects
 Reference should be made to earlier, similar
project (including plans, procedures,
successes, and failures) for whatever
applications seem relevant. This enables
planners to avoid reinventing the wheel and
repeating past failures.

3. Scope and Work Definition
 A typical WBS might consist of five levels as follows
(in actuality the number of level varies; the name of
the element description at each level is arbitrary)

3. Scope and Work Definition
 Level 1 presents the total project
 At Level 2, the project is broken down
into several (b/t 4 – 10) major
categories of work. These categories
usually conform to the work areas
specified in the scope statement.
 At the lowest level, whatever numbered
level that might be, is a work-package

Project Team Assignment
 Conduct initial project planning. To
construct the overall project plan, start
with the work breakdown structure and
construct a WBS chart for the project.
 With available information, build a
project budget and determine a master
schedule with major milestones.
