A Basic Understanding of Participative Management

Participative Management refers to as an open form of management where


employees are actively involved in organization’s decision making process.
Participative Management can also be termed as ‘Industrial Democracy’, ‘Co-
determination’, ‘Employee Involvement’ as well as ‘Participative Decision
Making.

WPM in India

Wpm was introduced after independence in India.


Under the provision of id act for the setting up of works
committees .
After a decade another firm come came into existence joint
management council (JMC).
Works Committee

According to the Industrial Disputes Act of India, every


employer should form a works committee if they have more
than 100 employees in the organization. The committee has
an equal number of workmen (employees) and individuals
representing employers and aims to reduce the material
differences between both parties.
Joint Management Councils (JMCs):

  Under this system Joint Management Councils are constituted at the plant level.


These councils were setup as early as 1958. These councils consist of equal
number of representatives of the employers and employees, not exceeding 12 at
the plant level
 The objective of the Joint Management Council were to promote cordial
relations between management and labour to build trust and understanding and
also to increase productivity, secure effective welfare and other facilities to train
workers and share responsibilities and in general to fiinction as a consultative
body.
Before Independence

 In 1920 , mahatma Gandhi has suggested the idea of workers


participation in India
 In the same year , workers and employees in Ahemdabad textile
industry agreed to settle their disputes by joint discussions and
consultations i.e. participative management in India and such
committees were also set up in the Tata iron and steel company
Jamshedpur.
After Independence

 The first major step in the direction of workers participation in management in


India was the enactment of the Industrial Disputes Act 1947 with the dual
purpose of prevention and settlement of industrial disputes.
 The first five years plan and the successive plans emphasized the need of the
workers participation in management
 The government of India setup a “STUDY GROUP ON WORKERS
‘PARTICIPATION IN MANAGEMENT ,”IN 1956 to examine the system of
WPM in the UK, France ,Belgium , Yugoslavia and to make recommendation for
the Indian case.
