Rationale/ Applying for a Business Permit involves a lot of requirements. The most controversial of these
Introduction: requirements (in the local setting) is the Building Permit and/or Occupancy Permit, it has its
own set of requirements which are quite rigorous to comply for MSMEs. The difficulty of this
process makes it exhausting for aspiring entrepreneurs to do business in the City. As a result,
businesses often contracts with 3 rd party bookkeepers to facilitate their applications; this,
however, makes it more expensive because of the added costs the 3 rd party charges.

Objectives: To simplify business policies/laws for MSMEs in terms of complying the requirements.

Rationale/ The Price Act and Consumer Act of the Philippines are some of the National Laws designed to

immediately and will still have to forward the complaints to the National Government for
appropriate actions.

Rationale/ The local economic boards/ council exist to improve the business climate. However, because of

Rationale/ At present, the local trade & industry sector is guided by policies and laws which aim to improve

Trade & Industry Sector of Butuan City. The strategies contained under these policies and laws
have not yet been translated locally in order to directly benefit the Local Trade & Industry
Sector.

Rationale/ Despite the national government having grants and programs for farmers and businesses, some

1. Outdated/ Dilapidated/ structurally hazardous economic facilities (public market, terminal)
Rationale/ Butuan City has economic infrastructure – facilities and services which support operation and development of other
Introduction: sectors of the economy. These facilities and services help in increasing the overall productivity of the economy of
Butuan. As these facilities (public market, terminal) continues to serve, it is inevitable that there will be destructions
that needs repair/rehabilitation and maintenance to sustain its purpose. Furthermore, economic infrastructure support
is needed not just for the existing facilities that needs to be maintained, but also to other facilities that will soon be
operational (south market at Villa Kananga).

2. Establishment and operationalization of Economic, Trading, or Processing Zones
Rationale/ Butuan City is rich with raw materials (e.g. rice, banana, etc.); however, it lacks factories and plants that add value to
Introduction: the goods it produced. Currently, the City has no declared economic/ processing zones despite having vast track of
lands. It further requires heavy improvement on its existing public market and fishlanding facility.
Further, to maximize farmer output and income, the Filipino Chinese Chamber of Commerce of Agusan Inc. suggested
that the City provide economic infrastructure support to farmers such as: (a) storage/ warehousing facility; and (b)
post-harvest facility.

Rationale/ Current programs aimed to capacitate entrepreneurs are easily forgotten or was not really

attending a seminar or workshop, they are often left alone to implement on what they have
learned from the trainings. The lack of effective mentorship and coaching after the trainings are
conducted makes it difficult for our MSMEs to follow through on what they’ve learned.

Rationale/ MSMEs need more seminars to capacitate and remind them of the basic business skills. It was

willing to learn. Thus, the City should come up with a program, campaign, or mechanism that
would encourage these entrepreneurs to strive and learn more how to improve their
businesses.

3. Complex requirement for access to finance/ Ineligibility of MSMEs to access financing
Rationale/ Loan and grant programs from different institutions require, among others, business plans,
Introduction: financial statements, and sometimes feasibility studies. Not to mention the collateral
needed before one can access financial assistance from banks and other financial
institutions. As a consequence, MSMEs are frequently discouraged to apply for this financial
assistance because they are having difficulty complying these requirements due to its
complexity.
