• The process of defining and attaining the objectives of the
organization through a system of coordination and cooperative
efforts (Herman Stein)
• An important area in any oganized human activity
• considered as a process, a method and a set of relationship
between and among people working toward common objectives.
• This is necessary to orhestrate the countless activities of the
organization
• A continuous process that leads to organizational growth and
development

Characteristics of Administration
• A human enterprise that involves the activity of people in
the organization
• A continuous and dynamic process for a common
purpose or goal that is pursued through an uninterrupted,
continuing interactive activity between and among people
in vertical and horizontal positions in th organization
• The resources of people and materials are harnessed and
coordinated to achieve organizational goals
• Leadership is implict in administration
Elements of Administration
• Organization
– setting up of a framework or structure of the different units of the system
to carry out or perform distinct tasks for the attainment of the goals of
administration
• Management
– Activity that allocates and utilizes resources to achieve the
goals of the organization. It involves the tasks of establishing
and maintaining an organizational climate or internal
environment in which people working together in groups can
perform effectively and efficiently towards the attainment of
group goals.

• Social Administration
– focuses on the policies, planning and administration of goods
and services in relation to the political, social and economic
institutions and to the determinants of the distribution of
national resources to social welfare needs (archie Hanlan)
