COURSE OBJECTIVES

At the end of the training , the participants will :


Understand the responsibilities of the employer and
workers responsibilities and rights
. Understand the legal requirement for setting up
organization HSE policy
. Understand the purpose & importance of setting policy
for health & safety
. Know how to spot or identify hazards at workplace.
INTRODUCTION
• According to ILO Occupational Safety and Health Convention C155,
1981employers has many responsibilities which include:
1. Provision of Safe workplace.
2. Provision and maintenance of safe plant, machinery and equipment.
3. Provision of safe systems of work.
4. Provision without any cost to worker, adequate personal protective
clothing and equipment which are reasonably necessary when hazards
cannot be otherwise prevented or controlled.
5. Give necessary instructions, information, training and supervision to
workers, taking into account of the functions and categories of workers.
6. Provision of means to deals with emergency and accidents/incidents
including first-aid arrangements for workers.

Every organization should have a clear policy for the


management of health & safety. Everybody associated with the
organization should be aware of its health & safety aims & objectives and
how they are to be achieved.
A good health & safety policy will also enhance the performance of the
organization in areas other than health & safety, help with personal
development of the workforce and reduces financial loss.
DEFINITION
The policy is an element of HSE- management
system in an organization which sets out the HSE
corporate aims/objectives and the means of
achieving them.

ZERO i.e.

NO HARM , NO SIGNIFICANT INCIDENT.


BACKGROUND STATISTICS
According to ILO (International Labour
Organisation) over 2.3 million people die of
workplace injuries and diseases every year.
According to HSE (Health Safety and
Executive) in UK, falls from height is the
second biggest cause of workplace injuries
and deaths.
87% of all major injuries are caused by “

‘low falls’ (i.e. below 2 meters)

HSE POLICY STATEMENT OF KLL
Kresta Laurel Limited a total engineering company with distinctive competence in the field of both
vertical and horizontal transport systems such as elevators, escalators, dumbwaiters, auto walks, overhead
travelling cranes, hoists and building maintenance units etc. Kresta Laurel is fully committed to achieve a
GOAL ZERO of incidents and accidents in all our operations through:
 Protecting the health and safety of all members of staff, sub-contractors, and visitors by preventing
work-related injuries, ill-health, diseases and incidents.
 Compliance with all relevant national/international laws, standards and regulations on health and safety.
 Clear communication of the importance of health and safety to employees through induction,
information, instruction, consultation, training and supervision.
 Continuous improvement of Kresta Laurel health and safety management system.
 Provision of adequate resources to ensure all our workers, the sub-contractors and stakeholders are
aware of this policy and committed to its effective implementation.
 Ensuring that workers are consulted and encouraged to participate actively in all elements of the health
and safety management system.
 Maintenance of safe and healthy working conditions, provision and maintenance of plant, equipment
and machinery, and ensure safe storage/use of substances.
 Ensuring that all employees are expected to abide by safe work practices and adhere to general safety

LEGAL FRAMEWORK

Section 2 ( 3 ) of the Health & Safety at Work


Act 1974 States:
“ employers with five or more employees
MUST prepare and review on regular basis a
written policy. All employers are mandated to
bring the policy and any revision of it to the
notice of the entire workforce”.
QUALITIES OF A GOOD HSE POLICY
Must contain a written statement of
principles and goals
Recognize the need to comply with the
occupational health and safety laws
Be dated
Acknowledge the right of every employee
to work in safe and healthy environment
Be signed by the chief executive officer
ELEMENTS OF AN EFFECTIVE HSE
POLICY
STATEMENT OF INTENT/ HSE
POLICY STATEMENT - The statement of
intent is the abstract which declares the
management intention on HSE practices. It
spells out the aims and measurable
objectives. It bears the approved signature
and date which give authority to the entire
policy . Signature demonstrates the
management commitment.

defines names, positions & duties of
those who have specific responsibilities
for health & safety through the
organogram. They include directors/snr.
Mgrs, HSE mgr, Supervisors,
employees, Fire marshals & First
aiders.

details out specific system & procedures
used in implementing the policy. They
include : training, risk assessment, accident
investigation, emergency procedures, PTW,
HSE audits, inspection, management
review etc
CONDITIONS FOR POLICY REVIEW
An organization needs to review policy in the
light of changing circumstances. Such situations
include :
 Change in key personnel
 Passage of time
 Organizational change
 Legal changes
 Technological changes
 Accident investigation report which shows that
policy is no longer effective
RISK ASSESSMENT
Risk assessment may be defined as an identification of
the hazards present in an undertaking, and an estimate
of the extent of the risks involved, taking into account
whatever precautions are already being taken and the
need for any additional precautions.
Risk Assessment is and essential part of the planning
stage of any health & safety management system.
Legal aspects of risk assessment: the general duties of
employers to their employees in section 2 of HSW Act
of 1974 imply the need for risk assessment.

DEFINITIONS OF TERMS
Risk is the likelihood of a substance, activity
or process to cause harm.
Risk = Likelihood of harm occurring and
severity of occurrence.
Hazard is the potential of a substance, activity
or process to cause harm.
Accident is any unplanned event that results in
injury or ill-health to people, or damage or
loss to property, plant , material or
environment or loss of business opportunity.
DEFINITION OF TERMS CONT’D
Near miss (or incident) : Is an unplanned,
uncontrolled event that has not led to injury,
damage or some other loss in time but could
have in slightly different circumstances.
Dangerous occurrence : This term is used to
describe significantly hazardous
accidents/incidents, such as failure of any load
bearing part of a lift or hoist; collapse of mobile
powered access platform, overturning of a
mobile crane or significant collapse of a scaffold.

CATEGORIES OF HAZARDS
Mechanical/Equipment : entanglement, friction cutting,
shearing, drawing-in, impact etc.
Access : Slips, trips, falling or moving objects, working at
height and confined spaces.
Electricity: Fixed installation, potable tools and equipment.
Handling/lifting : Manual, mechanical and electric-powered
handling.
Environmental : Noise, vibration, light, humidity,
temperature and overcrowding.
Personnel: Lack of experience, skill and trainings on the job

CONCLUSION
In conclusion, according to ILO
Convention C155, & Recommendation
R164 of 1981,on employees
responsibilities they are:
 Workers’ shall co-operate with their employer in the
fulfillment by their employer of the obligations placed upon
him, and;
 Report any situation to their supervisor that they believe
presents an imminent and serious danger to life or death.
 Use all safety devices and protective equipment and do not
make them ineffective.
