Teleservices - Telephony Service (TS11)
 Service Description
 The telephony service is a type of voice service. Calls can be classified into
mobile originated calls (MOCs) and mobile terminated calls (MTCs) according
to the location of mobile subscribers during calls.
 Scenario
 Provide or withdraw the TS11 service on the PGW Web LMT.
 Procedure
 Open the HSS9860 Service Management window.
 Run the MOD TS command to provide or withdraw the TS11 service.
 To provide the TS11 service, set Provide the telephony service to TRUE.
 To withdraw the TS11 service, set Provide the telephony service to FALSE.

Teleservices - Emergency Call (TS12)
 Service Description
 According to GSM protocols, subscribers can make emergency calls without a
SIM/USIM card. An emergency call takes precedence over an ordinary call.
 Scenario
 Provide or withdraw the TS12 service on the PGW Web LMT.
 Procedure
 Open the GU-HLR Service Management window.
 Run the ADD SUB command to define a subscriber. The TS12 service is
provided after the subscriber is defined. Run the RMV SUB command to delete
a subscriber. The TS12 service is withdrawn after the subscriber is deleted.

Teleservices - SM MT Service (TS21)
 Service Description
 The mobile-terminated short message (SM MT) service refers to a process in
which the SMC sends an SM to the mobile station (MS) and the MS sends a
report indicating success or failure of the SMS.
 Scenario
 Provide or withdraw the TS21 service on the PGW Web LMT.
 Procedure
 Open the HSS9860 Service Management window.
 Run the MOD TS command to provide or withdraw the TS21 service.
 To provide the TS21 service, set Provide short message MT/PP service to
TRUE.
 To withdraw the TS21 service, set Provide short message MT/PP service
to FALSE.

 Service Description
 The mobile-originated short message (SM MO) service refers to a process in
which the MS sends an SM to another MS through the SMC and the SMC sends
a report indicating success or failure of the SMS to the MS.
 Scenario

 Procedure
 Open the HSS9860 Service Management window.
 Run the MOD TS command to provide or withdraw the TS22 service.

Supplementary Service-Call Forwarding
Services
 Service Description
 Call forwarding services allow the system to forward incoming calls to a third-party
number at the request of the carrier, network, or subscriber.
 The common call forwarding services include:
 Call forwarding-unconditional (CFU) service
 Call forwarding-busy (CFB) service
 Call forwarding no reply (CFNRy) service
 Call forwarding on mobile subscriber not reachable (CFNRc) service

Supplementary Services – CFU Service
 Service Description
 The CFU service allows the incoming calls addressed to a subscriber to be forwarded to a
third party, regardless of status of the subscriber's MS.
 Scenario
 Configure the global data related to the CFU service on the PGW Web LMT and then provide
the CFU service for a subscriber. You can also withdraw the CFU service on the PGW Web
LMT.
 Procedure for Configuring the Global Data
 Open the HSS9860 Service Management window.
 Run the SET INTROFF command to set Local HLR number and Country code, that is, the
number of the local HLR and the code of the country to which the local HLR belongs.
 Run the SET MAPSERV command to set the parameters related to the call forwarding
services.
 Run the SET MAPCONF command to specify whether the subscriber is provided with the
CFD service in the case of international roaming.
 Run the ADD CALLEDNA command to set the attribute of the FTN. The attribute determines
whether the FTN is a local, a national, an international, a PLMN, an information station, an
entertainment station, or a voice mailbox number.

 Procedure for Configuring the Global Data

Run the ADD IMSIARC command to configure the mapping between the IMSI
segments and area codes.
 Run the ADD ISDNARC command to set the mapping between FTNs and area codes.
 Run the ADD DAREA command to set the code of the area to which calls can be forwarded.
 Run the ADD CNTRCD command to set the code of the country to which calls can be
forwarded.
 Run the ADD FRFWDNO command to set forbidden FTNs.
 Run the ADD FTNNCS command to specify whether to notify the calling subscriber when the
call is forwarded. It is applicable to all the CF services.
 Run the SET DEFNCS command to specify whether to notify the calling subscriber when the
call is forwarded to an FTN that is not configured with the Forward to Number Notification to
Calling Subscriber (FTNNCS) attribute. It is applicable to all the CF services.
 Run the SET FTNTRANS command to set the translation rule of the prefixes of old and new
FTNs.
 Run the SET BWFTN command to set the FTN number segment to which calls can be
forwarded or cannot be forwarded and the default call forwarding rule for the FTN segment and the
applicable CF services.

 Service Description
 The CFB service allows the incoming calls addressed to a subscriber to be forwarded to another number
or a voice mailbox when the subscriber is engaged in a call or service. The busy status of the subscriber
can be classified into network determined user busy (NDUB) and user determined user busy (UDUB).

 Scenario
 Configure the global data related to the CFB service on the PGW Web LMT and then provide the CFB
service for a subscriber. You can also withdraw the CFB service on the PGW Web LMT.
 The procedures for configuring the global data related to the CFB service and the CFU service are the
same.

 Procedure for Providing/Withdrawing the CFB Service


 Open the HSS9860 Service Management window.
 Run the MOD CF command to provide or withdraw the CFB service.
 To provide the CFB service, set Provide CFB to TRUE.
 To withdraw the CFB service, set Provide CFB to FALSE.

 Service Description
 The Call Forwarding No Reply (CFNRy) service allows the incoming calls addressed to a subscriber to be
forwarded to a third party when the subscriber does not answer the call within the specified time.

 Scenario
 Configure the global data related to the CFNRy service on the PGW Web LMT and then provide the CFNRy
service for a subscriber. You can also withdraw the CFNRy service on the PGW Web LMT.
 The procedures for configuring the global data related to the CFNRy service and the CFU service are the
same.

 Procedure for Providing or Withdrawing the CFNRy Service


 Open the HSS9860 Service Management window.
 Run the MOD CF command to provide or withdraw the CFNRy service.
 To provide the CFNRy service, set Provide CFNRy to TRUE.
 To withdraw the CFNRy service, set Provide CFNRy to FALSE.
 Activate or deactivate the CFNRy service.

 Service Description
 The CFNRc service allows the incoming calls of the subscriber to be forwarded to a third-party subscriber
when the channel between a subscriber and the network is interrupted.

 Scenario
 Configure the global data related to the CFNRc service on the PGW Web LMT and then provide the CFNRc
service for a subscriber. You can also withdraw the CFNRc service on the PGW Web LMT.
 The procedures for configuring the global data related to the CFNRy service and the CFU service are the
same.

 Run the MOD CF command to provide or withdraw the CFNRc service.

Supplementary Services – Call Barring Services
 Service Description
 Call barring services are classified into barring of outgoing calls (BO) services and barring of
incoming calls (BI) services.
 The BO services consist of the following services:
 Barring of all outgoing calls (BAOC)
 Barring of all outgoing international calls (BOIC)
 Barring of outgoing international calls except those directed to the home PLMN country (BOIC-
exHC)
 The BI services consist of the following services:
 Barring of all incoming calls (BAIC)
 Barring of incoming calls when roaming outside home PLMN country (BIC-ROAM)

Supplementary Services – BAOC Service
 Service Description
 The BAOC service bars subscribers from making any outgoing call. After activating the
BAOC service, subscribers cannot make any call except emergency calls.

 Scenario
 Provide or withdraw the BAOC service on the PGW Web LMT.

 Procedure
 Open the HSS9860 Service Management window.
 Run the MOD CB command to provide or withdraw the BAOC service.
 To provide the BAOC service, set Provide BAOC to TRUE.
 To withdraw the BAOC service, set Provide BAOC to FALSE.
 Activate or deactivate the BAOC service.
 To activate the BAOC service, run the ACT BAOC command.
 To deactivate the BAOC service, run the DEA BAOC command.

 Service Description
 The BOIC service bars subscribers from making calls to subscribers outside the home
country of the callers.

 Scenario
 Provide or withdraw the BAIC service on the PGW Web LMT.

 Run the MOD CB command to provide or withdraw the BOIC service.
 To provide the BOIC service, set Provide BOIC to TRUE.
 To withdraw the BOIC service, set Provide BOIC to FALSE.
 Activate or deactivate the BOIC service.
 To activate the BOIC service, run the ACT BOIC command.

 The BOIC-exHC service bars subscribers from making any international call except those
directed to the home PLMN country.

 Run the MOD CB command to provide or withdraw the BOIC-exHC service.
 To provide the BOIC-exHC service, set Provide BOICEXHC to TRUE.
 To withdraw the BOIC-exHC service, set Provide BOICEXHC to FALSE.
 Activate or deactivate the BOIC-exHC service.
 To activate the BOIC-exHC service, run the ACT BOICEXHC command.
 To deactivate the BOIC-exHC service, run the DEA BOICEXHC command.

 Service Description
 The BAIC service bars subscribers from receiving any incoming call. After
activating the BAIC service, subscribers cannot receive any incoming call.

 Run the MOD CB command to provide or withdraw the BAIC service.

 The CLIP service is a supplementary service provided for callees to view the calling
numbers.

service.

 Service Description
 The CW service enables a mobile subscriber to be notified of an incoming call in the
following conditions:
 There is no idle service channel for the incoming call.
 The subscriber is already engaged in a call.
 The subscriber has a call on hold.
 Scenario
 Provide or withdraw the CW service on the PGW Web LMT.
 Procedure
 Open the HSS9860 Service Management window.
 Run the MOD CWAIT command to provide or withdraw the CW service.
 To provide the CW service, set Provide CW to TRUE.
 To withdraw the CW service, set Provide CW to FALSE.
 Activate or deactivate the CW service.
 To activate the CW service, run the ACT CWAIT command.
 To deactivate the CW service, run the DEA CWAIT command.

Supplementary Services – CH Service
 Service Description
 The CH service enables a mobile subscriber to interrupt the current call
temporarily and retrieve it later if required. When the call is interrupted, the
system reserves the traffic channel allocated for the call.
 Scenario
 Provide or withdraw the CH service on the PGW Web LMT.
 Procedure
 Open the HSS9860 Service Management window.
 Run the MOD HOLD command to provide or withdraw the CH service.
 To provide the CH service, set Provide HOLD to TRUE.
 To withdraw the CH service, set Provide HOLD to FALSE.

Supplementary Services – CCBS Service
 Service Description
 When subscriber A who is entitled to the CCBS service calls subscriber B who is in the
network-determined busy state, the CCBS service allows the call of the subscriber to be
automatically connected if subscriber B is available. As a result, subscriber A does not need
to dial the called number again.
 Scenario
 Configure the global data related to the CCBS service and then provide the CCBS service. In
addition, you can also withdraw the CCBS service or CCBS target service.
 Procedure for Configuring the Global Data
 Open the HSS9860 Service Management window.
 Run the SET MAPCONF command with Support CCBS set to TRUE to enable the HLR to
support the CCBS service.
 Run the SET MAPSERV command to set the system MAP version and set the maximum
number of activated CCBS subscribers supported by the system. Set MAP version to
GSMPHASE3 and set Max number of CCBS subscribers according to the actual site
conditions.
 Open the MML Command - GU-HLR-FE window.
 Run the ADD SCCPSSN command to configure the SCCP subsystem.

service.
 To register the service, set Provide CCBS to TRUE.
 To register the CCBS target service, set Provide CCBS target to TRUE.

 The CRBT service, also named the personalized ring back tone (PRBT) service, is customized by the callee.
A CRBT can be a piece of music, an advertisement, or a greeting instead of an ordinary RBT. The NPI CRBT
service is customized for China Unicom.
 Scenario
 Configure the global data related to the NPI CRBT service customized for China Unicom and then provide
the NPI CRBT service. In addition, you can also withdraw the NPI CRBT service customized for China
Unicom.
 Procedure for Configuring the Global Data Related to the NPI CRBT Service Customized for
China Unicom
 Open the HSS9860 Service Management window.
 Run the SET MAPSERV command to set the parameters related to the NPI CRBT service customized for China
Unicom.
 Set PLMN-specific SS to NPI.
 Set MAP version to GSMPHASE3.
 Run the SET SELIST command to set PLMNSS service.
 If the GMSC supports the CRBT service, set PLMNSS service to RBT.
 If the GMSC does not support the CRBT service, set PLMNSS service to CRGMSC to add a CR_GMSC that
supports the CRBT call transfer.

 The CFD service is a supplement to CFB, CFNRy, and CFNRc services. Only
carriers can set the CFD on the SMU client. Subscribers cannot control CFD by themselves.
 When a subscriber is registered with and activated the CFD service, incoming calls addressed to the subscriber are
forwarded to a third-party in any of the following cases:
 The subscriber is busy.
 The system fails to page the MS/UE of the subscriber, or the subscriber does not answer the call before the
relevant timer expires.
 The subscriber is in deactivated state.
 The location of the subscriber's MS/UE is unknown.
 The subscriber's MS/UE is inaccessible.

 The Call Forwarding Announcement Suppression (CFAS) feature allows the system to
determine whether to notify the caller when a call is forwarded in call forwarding services
such as CFU, CFB, CFNRc, and CFNRy. Assume that the caller is notified for the call
forwarding service provided to subscriber B and that the forwarded-to party is C. When
subscriber A calls subscriber B and the call is forwarded to subscriber C, subscriber A hears
an announcement indicating that the call is forwarded to subscriber C. The CFAS feature is
bundled with call forwarding services.
 Scenario

 Configure the global data related to the CFAS service and then provide the CFAS service. In

 Service Description
 The machine-to-machine (M2M) technology allows intelligent terminals in the Internet of Things to
communicate with each other. The M2M feature, which is an application of the M2M technology,
enables carriers to obtain the location and status of terminals in the Internet of Things.
 Huawei HLR is a dedicated HLR for the Internet of Things. It supports the following M2M features:

Binds a subscriber's international mobile subscriber identity (IMSI) with its international mobile equipment
identity (IMEI). This helps prevent M2M SIM card theft.

Notifies the M2M operation management platform of any change in a terminal's status or IMEI.

Queries a terminal's status and location upon the request of the M2M operation management platform.
The status information includes whether the terminal has attached to or detached from the network.
The location information includes the ID of the cell or the visitor location register (VLR) that serves
the terminal.

Introduction to the Provisioning System
 Huawei HLR/HSS provides an external provisioning system interface, which enables third-party software to
use provisioning system commands to manage subscriber data in the HLR/HSS.
 In Huawei HLR/HSS, the PGW functions as a provisioning system interface. It receives commands that
consist of character strings from third-party software (provisioning system client), converts them to internal
commands that can be recognized by the HLR/HSS, and processes the internal commands, and converts
the command results into those that the provisioning system interface can recognize, and sends the results
to the provisioning system client.

Introduction to the Provisioning System
 The provisioning system interface is a string command line that Huawei HSS9860 supports. These command
lines can be used to define or remove a subscriber, or query or modify subscription data.
 The provisioning system client is the billing system that third-party software manufacturers supply for mobile
operators. The provisioning system client must send connection requests to the PGW actively and maintain
the connection with the PGW using handshake messages. In addition, it manages the subscriber data stored
in the HLR/HSS over the provisioning system interface the Huawei Hss9860 supports. For details about MML
commands that the provisioning system client can run, see the HUAWEI HSS9860 PGW MML Command
Protocol.
 The WebUI provides a graphical man-machine interface for the communication between the operators and
the HLR/HSS. It adopts the Windows operating system to manage and maintain the HLR/HSS system. Some
operations, such as adding a business hall user and setting a subscription template, whose data is required
by some command, must be configured by the Web UI.
 The PGW connects to the business hall client and the Web UI. It processes the commands sent from the
business hall client or the Web UI and returns the result to the business hall client or the Web UI.

 System management involves operator management, log management, and batch operation

 Operator management
– Operator management covers management on operators and roles, such as adding,
modifying, deleting, and querying operators.
 Log management
– You can run the LST LOG command to query the operation logs of the PGW. The
parameters Operator name, Start time, End time, IMSI, MSISDN, and Batch task ID
(in case of batch operation).
 Batch operation management
– The HSS9860 provides the batch operation function for you to load KI data, define
subscribers, change MSISDNs, reissue SIM/USIM cards, or run MML commands in
batches.

 Before performing a batch operation, create a batch operation file in txt format.
 Procedure
 Log in to the PGW Web LMT.
 Click File Manager to upload the batch operation file to the specified directory.
 Perform batch operations.
 To perform a service-related operation such as loading KI data, defining
subscribers, changing MSISDNs, or reissuing cards in batches, run the
command related to the specific operation, with the name of the batch operation
file and other parameters specified.
 To run MML commands in batches, run the BAT command with File name and
Operation time specified.

the Batch Operation File
 Uploading the batch operation file to a directory of the PGW server
 Use WebUI to upload the batch operation file to the PGW server. The file
is stored in the
/opt/ne/MEID/proc/workspace0/other/pgwtmpfile/SYSHLRSN+OPNA
ME directory.
 In the directory, MEID indicates the hexadecimal ID of the USCDB and
must be replaced by the actual ID of the USCDB.
 By default, the value of SYSHLRSN is a three-digit number. When the
value of SYSHLRSN is composed of less than three digits, SYSHLRSN
is padded with 0s. For example, when the value of SYSHLRSN is 1, and
value of OPNAME is admin, the last directory is 001admin.

Operation File
 Take a file for loading KIs for example. If the value of Authentication
algorithm type is not MILENAG, the format of the file is as follows:

 IMSIn is a decimal number of 6 to 15 digits and KIn is a hexadecimal

 To define a single common subscriber, run the ADD SUB command where

 Select the services to be provided for the subscriber.
 Add a KI using the ADD SUB command or add a KI before defining the
subscriber.
 Define CAMEL templates if CAMEL services are to be provided for the

 Select SIM or USIM for Card type. If a GSM subscriber is to be defined,
select SIM. If a WCDMA subscriber is to be defined, select USIM.
 In the parameters
 By default, Network access mode is set to BOTH, which means that
the subscriber is allowed to access the GSM and GPRS networks.
 BS20 and BS30 services are available only for 3G subscribers.
 Generally, KI/K4 data has been loaded in batches before subscriber
definition. Loading KI/K4 is not required during subscriber definition.

 A card can be reissued for a subscriber who has lost or damaged the SIM
or USIM card but still wants to use the original MSISDN on the PGW web
LMT.
 The prerequisites for reissuing a card is that you are authorized to manage
the IMSI number segment where the new IMSI belongs and the KI has
been loaded for the new IMSI.
 Run the MOD IMSI command to reissue a card for the subscriber. Such
as MOD IMSI: ISDN="8613900001234", NEWIMSI="460000009002345";

 Subscribers can change their MSISDNs. After the MSISDNs are


changed, subscription data of these subscribers does not change.
 Run the MOD ISDN command to change the MSISDNs for specified
subscribers.
 For example, to change the MSISDN from 4600000091234 to
4600000091239, run the following command:

MOD ISDN: ISDN="4600000091234", NEWISDN="4600000091239";

 The HSS9860 provides the lock operation. The status of the subscriber lock indicates whether the
subscriber is available, that is, whether the subscriber can originate or receive a call. So a
subscriber's outgoing and incoming call can be allowed or restricted by changing the status of the
subscriber lock. The HSS9860 supports the following two kinds of locks:
 GSM lock/GPRS lock
 The HLR locks the CS services that are provided for subscribers because the subscribers
have delinquent accounts.
 The HLR locks the PS services that are provided for subscribers because the subscribers
have delinquent accounts.
 SAB lock
 The HLR locks the services that are provided for subscribers at subscribers' request.
 The MOD LCK command is used to suspend services for subscribers with delinquent accounts.
 This command is used to suspend CS and PS services for subscriber with delinquent accounts.
 The MOD SABLCK command is used to suspend services for subscribers at subscribers' request.
 This command is used to suspend CS services for subscribers at subscribers' request.

 The status of the subscriber lock indicates whether the subscriber is available, that
is, whether the subscriber can originate or receive a call. So a subscriber's
outgoing and incoming call can be allowed or restricted by changing the status of
the subscriber lock.
 According to the causes of service suspension, services can be resumed in either
of the following manners:
 Run the MOD LCK command to resume services when the services are
suspended for subscribers with delinquents.
 This command is used to resume CS and PS services after the services are
suspended for subscribers with delinquent accounts.
 Run the MOD SABLCK command to resume services for the subscribers.
 This command is used to resume CS services for the subscribers whose
services are suspended at subscribers' requests.

Subscriber Management - Querying subscriber
data
 The following commands are used to query subscriber data:
 LST SUB: This command is used to query static data of a subscriber, including
subscribed services and lock status of the subscriber.
 LST DYNSUB: This command is used to query the dynamic subscriber data. The
dynamic subscriber data includes the GSM service, the GPRS service, the ODB service,
the short message service, services not supported by the VLR, and the LCS service.
 LST SUBDATA: This command is used to query the subscriber data that matches the
specified query conditions. The subscriber data includes the number of subscribers,
number of authentications, and number of roaming subscribers.
 LST CONSUBDATA: This command is used to query the subscriber data according to
the specified query conditions in batches in the physical database. The query result of the
LST SUBDATA and LST CONSUBDATA commands are saved on the PGW server in .txt
format.
 Querying the basic services that a subscriber has subscribed to. The basic services
include the telephony services, CS services, and GPRS services.

 The meaning of each subscriber category is determined by the operator.
The subscriber category must be configured on the HLR and MSC.
Generally, it is set to COMMON.

 The network access mode specifies the following types of networks that subscribers can access:
 CS domain and PS domain (when NAM is set to BOTH): The subscribers that access the CS
domain and PS domain can subscribe to all CS and PS services.
 CS domain (when NAM is set to MSC): The subscribers that access the CS domain can
subscribe to all CS services.
 PS domain (when NAM is set to SGSN): The subscribers that access the PS domain can
subscribe to all PS services.
 EPS network (when NAM is set to NONE): The subscribers that access the evolved packet
system (EPS) network can subscribe to all EPS services.
 The MOD NAM command is used to modify the network access mode of a subscriber. The services
that networks provide vary according to network types.

Multi-Level Data Backup Mechanism

 Multi-level data backup mechanism


 Level-1 backup

Subscriber data is stored in the memory of
different boards.

Each cluster is distributed on two boards and
comprised with master and slave nodes. The
master node synchronizes data to the slave node
in real time.
 Level-2 backup

Subscriber data stored in the board memory is
backed up to two local hard disks on the board.
 Level-3 backup

Subscriber data stored in the board memory is
backed up to the disk array.

 Backing up the data in a master node to the slave node in the same cluster

After updating the data in the in-memory database, the master node synchronizes the updated data to the slave node in the
same cluster in real time to ensure data consistency.
 Backing up the IMDB data to board disks

By default, the DRU node performs automatic backup at 03:38:00 every day. Before starting a data backup, a node sends
heartbeat messages to the other nodes in the same cluster to check whether a data backup is in progress on another node.
This node starts the data backup only after the data backup on the other node is complete. That is to say, nodes in the
same cluster do not back up data at the same time.
 Backing up the IMDB data to the physical database
 Synchronization of static data

When the static data in the in-memory database is updated, the synchronization module of the in-memory database
sends the updated data to the database gateway (DBG) module.

The DBG module synchronizes the updated data to the physical database in real time.
 Synchronization of dynamic data

The slave node with the minimum priority (that is, with the minimum node ID) in the DRU or DSU cluster reads 120
data records every minute from the dynamic table based on the primary key sequence. Based on the load-balancing
strategy, the slave node sends an archiving operation message to a DBG module.

The DBG module synchronizes the data to the physical database.

Sending a Reset Message to the VLR/SGSN
(SND RESET)
 SND RESET is used to send a Reset message to the VLR/SGSN. The Reset message can be
sent to one or several VLRs/SGSNs defined in a template, or to all VLRs/SGSNs that allow the
subscriber to roam. Before running the SND RESET command to send Reset messages to
multiple VLRs/SGSNs, define a VLR/SGSN template by referring to the ADD VSLIST and
MOD VSLIST.
 After receiving a Reset message from an HLR, the VLR/SGSN set the HLR confirm flags for
the subscribers whose data is stored in the HLR to Not Confirmed.

If a subscriber that the HLR manages initiates activities, the VLR/SGSN obtains data of the
subscriber from the HLR to update subscriber data in its database.
 When an HLR is faulty or restored, have the HLR send a Reset message to the VLR/SGSN. In
this way, the subscribers that the HLR manages send location update requests to the
VLR/SGSN. The VLR/SGSN obtains subscriber data from the HLR and the HLR records the
location information about the subscribers.
 Only the administrator has the permission to run the SND RESET command.

Sending a Cancel Location Message (SND
CANCELC)
 SND CANCELC is used to send the Cancel Location message manually by simulating
HLR on the Web UI, so as to delete the information of the designated subscriber from
the corresponding VLR/SGSN in the HLR.
 After receiving a Cancel Location message from an HLR, the VLR/SGSN deletes the
information about the subscribers that the HLR manages. After receiving a response
to the Cancel Location message, the HLR deletes the MSC/VLR numbers and SGSN
numbers but remains dynamic data flags, such as MNRF and MCEF.
 If service fails for a subscriber because errors occur during location update of the
subscriber, run the SND CANCELC command to force the subscriber to update
location once again.
