• Health, Safety, Environmental & Security Management Plan
aims to control the implementation of the safety policies,
procedures and approaches to achieve safe project execution.

• The implementation of safety, health, and environmental
management systems is equally important as any other business
functions of site operations.
• Commitment to comply with safety, health, and environmental
protection legislation and all contractual requirements as an
absolute minimum goal.
• A safety target is set in terms of incident rate to reflect the
safety performance of the construction project.
• A safety and environmental action committee ensures that the
policy, management system, objective, and targets are
understood, implemented, and reviewed regularly.

• The safety policy raises the awareness of safety and health and
provides information and instruction to employees on relevant
legislation and good work practices.
• The safety policy ensures training for all new employees and
the safety officer has to explain the policy to all workers before
they start work.
• Toolbox meeting feedback can be used to include worker’s
opinions for any policy update.
• Relevant safety revisions are brought to the attention of all
employees, in particular to the workers through toolbox talk
meetings.

• Display site organization charts on the notice boards indicating
the responsible safety advisor for every section of the project as
part of the site safety plan for the project.

• Each safety advisor and safety supervisor is to be assigned his


or her responsibility clearly through memo and orientation
training.

• The management should get feedback on safety matters from


workers through their involvement and toolbox meetings.

The action plan for achieving objectives and targets includes:
• Identifying the planned action;
• Designating responsibility for achieving objectives and
targets;
• Determining timeframe within which the objectives and
targets are to be achieved;
• Verifying completion.

• Employee involvement is essential. Employees are required to


practice good housekeeping, participate in training, report hazards and
injuries, use personal protective equipment, and practice safe work
habits.

• Working safely is a condition of employment. Each employee is held

incidents and injuries are treated as intolerable, responsibilities and
expectations are clearly defined, communication is open, and the
organization is employee-centered.

• Employees from both the firm and subcontractors are provided safety,
health, and environmental training.

• Provide training and orientation courses to all workers working on-site in


addition to the compulsory Green Card Training.

• Pursue a 1 day mandatory safety training course organized by training


providers approved by the Labor Department or the Construction
Industry Training Authority and those who pass the test given at the end
are awarded a “Green Card” as a certificate.

• Workers are provided toolbox training on how safety is applicable to their


particular scope of work.

• Training courses need to be updated from time to time to suit the site work.

• Minimum training goal that every employee in a supervisory role be trained in


first aid.

harm specific, and emphasize an attitude of change to improve safety
performance.

• During the construction phase of the project, the contractor will


be required to implement a Safety, health, and environment
communication plan that satisfies the Safety, health, and
environment management system communication standards.

be required to implement a reporting and documentation system
that satisfies Safety, health, and environment management
system documentation and reporting standards.

associated injury, illness, and adverse environmental impacts.

situations.
