Public = People ; Policy= Programs

 Definition
“Public Policy is anything that the govt.
chooses to do and not to do.”
-Thomas R. Dye

 What is its Significance?


It affects are daily lives like
health,education,etc.
 In India the public policy is both at micro level
and the macro level with all organs taking part
in it.

The policy making process has three stages


 Formulation of policy.

 Implementing the formulated policy.

 Evaluating the policy after implementation.


Formulation in India
 Demands are raised by individuals in form of
pressure groups with media setting up the
agenda.
 The cabinet of council of ministers headed by
the Prime Minister formulates the policy with
the help of bureaucracy.
 The formulated policy is presented before the
house(s) of parliament and becomes a policy
after being passed with majority.
IMPLEMENTATION IN INDIA
 Administrative agencies from top level to
bottom level in hierarchy play the key role.

 Judiciary hold the bureaucracy accountable


and legislature appoints the key posts.
 Non-state actors also help in implementation
process.
 Various hurdles like political interference and
politicisation in the implementation process.
EVALUATION IN INDIA
 Evaluating the positive and negative
effects/affects.

 Helps to prepare for future based on current


drawbacks.

 Evaluation process is done by both private and


govt. bodies.

 Various barriers like interfering in the


evaluating process ,manipulation of evaluated
data due to politicisation.
