General principles of Evaluation
(Rosi, 2004)

• Evaluation is an art.
• The evaluator should not give a fixed answer to a
specific question
• No one individual is qualified to make all
judgments.
• Evaluators should not decide which school of
thought they belong to.
• Designing an evaluation study is a constant
process.
• Identifying relevant questions and
determining the emphasis
• Quantitative and qualitative methods are
compatible
• An educational program is not a single
unitary treatment.
• Evaluation should look within the
treatment, between treatment and within
the population
• Affective, motivational, or attitudinal
objectives and psychomotor
objectives should not be neglected
• Lack of concern for implementation is
crucial constraint
• An aggregate analysis is more
credible than a model for individual-
level analysis.
Principles of Evaluation Research Design

• A good design is the most suitable for the purpose


of the study.
• There is no a single correct design(hypotheses can
be studied by different methods using designs).
• All research design represents a compromise
dictated by many practical considerations.
• An evaluation research design is not a highly
specific plan to be followed without deviation.
